"C-WAC Operational Applications" is a logical follow-on to two (2) research and development efforts, Task Orders DTRA01-03-D-0014-0026 and DTRA01-03-D-0017-0035, currently on contract. All five (5) contractors under the Weapons of Mass Destruciton (WMD) indefinite delivery/indefinite quantity (IDIQ) were given a fair opportunity to compete for the R&D effort. As a result of this Exception to Fair Opportunity (ETFO) Justification, two (2) follow-on efforts, DTRA01-03-D-0014-0037 and DTRA01-03-D-0017-0058, were awarded. 

Since a single ETFO (attached) was used as the basis for both awards, the public notice required by FAR 16.505(b)(2)(ii)(D) could not be completed until both Task Order were issued.  The second Task Order was issued on 6 June 2011.
