Rental Assistance Demonstration: This Federal Register notice published today announces full implementation of RAD, and the posting of the Final Program Notice (Final Program Notice, PIH–2012–32) on HUD’s RAD Web site. The Administration for Children, Youth, and Families (ACYF) has recently announced a grant competition that will fund 5 sites to create innovative, collaborative supportive housing models for families whose lack of adequate housing is a factor in the placement or imminent placement of their child in out-of-home care. Exception Payments Standard Guidance: HUD has developed a new methodology for determining exception payment standards above 110% of the established Fair Market Rent (FMR). This methodology is specifically designed for areas which experience significant shocks, such as natural disasters or natural resource exploration, and have a non-functioning rental housing market where the FMRs may be insufficient yet the normal data sources do not capture the conditions on the ground. 

The new methodology tries to estimate the post-shock rental housing vacancy rate as a function of pre-shock rental housing market vacancies.  The methodology will focus on estimating the number of additional households looking for housing due to the increased economic activity in the FMR area. Headquarters has also issued guidance on requesting waivers to 24 CFR 982.503(c) to allow a larger exception payment area and/or to allow the PHA to use the alternate PD&R -developed methodology.

Equal Access to Housing Regardless of Sexual Orientation or Gender Identity:  HUD Secretary Shaun Donovan announced new regulations intended to ensure that HUD's core housing programs are open to all eligible persons, regardless of sexual orientation or gender identity. The final regulations, which will be published in the Federal Register next week, are available here and will go into effect 30 days after the publication date.

2012 Operating Fund Subsidy Update: Two months of operating funds covering Feb. and Mar. have been provided in eLOCCS. This funding includes a 95% proration level.  Please look for emails and letters from HUD with further information and explanation of the subsidy levels.

Removal of Obsolete or Unused Forms from HUDCLIPS. The Delivering Together team and the PIH Office of Program Policy and Legislative Initiatives (OPPLI) identified and removed total of 40 obsolete forms from the HUDCLIPS website. OPPLI will continue to regularly review all posted forms to ensure that they are current and active.

Fillable and Savable PIH Forms:  One of the Delivering Together recommendations was to make all PIH HUD forms fillable and savable. The Department now uses Nuance Software; PHAs that wish to download and save forms to their local drives must first download this software. The steps for downloading the software can be found here.
