HUD's Real Estate Assessment Center effectively and fairly measures the performance of a public housing agency (PHA) using the PHAS. As the centralized system of REAC, NASS electronically collects individual subsystem scores, produces a composite PHAS score and communicates the results that represent a PHA's management performance.
- (NEW) PHAS Capital Fund Interim Scoring Notice Revised June 2012: Pursuant to this Notice, all PHAs for fiscal years ending 3/31/2011, 6/30/2011, 9/30/2011, and 12/31/2011 will receive the full five points for the Capital Fund occupancy sub-indicator.
- (NEW) HUD PHA Occupancy Percentage Calculations: This chart summarizes the HUD PHA occupancy percentage calculations under the PHAS Interim Rule for the Management Operations Indicator and the Capital Fund Program Indicator. In addition, the chart also provides the Public Housing occupancy percentage calculation under HUD’s Agency Priority Goal Reporting.
- PHAS Submission Due Dates
- This is to advise that the Public Housing Assessment System (PHAS) Interim Rule has been published February 23, 2011 and will be effective for PHAs with fiscal year ending March 31, 2011 and thereafter. Instructions of PHAS scoring for PHAs with fiscal year ending December 31, 2010 have been published in the PIH 2011-13 (HA) notice. notice. - Transition year 2 PHAS score publication: Transition year 2 PHAS scores for PHAs with fiscal year ending 6/30/09, 9/30/09, 12/31/09 and 3/31/10 were issued via email from PHAS@hud.gov on 9/24/2010. The PHAS score publication included all PHAs with completed sub-indicators scores (FASS, PASS, MASS and RASS) as of mid August 2010 with the exception of small PHA deregulation designation. - Public Housing Agencies that are subject to receive a PHAS score and required to submit a Management Operations Certification during Transition Year 2 (For quarters 06/30/09, 09/30/09, 12/31/09 & 03/31/10). In addition, Transition Year 2 extension notice requires quarters 6/30/10 and 9/30/10 to submit Management Operations Certification.

- Reminder: PHAs with Fiscal Year End 3/31/2010, were required to submit MASS certification by 5/31/2010. Those PHAs that have failed to submit must do so no later than 8/31/2010 to avoid any potential late penalties up to and including Late Presumptive Failure score of Zero and Troubled Designation.
