We also need to think about lots of different situations, not just in the big city. How about these situations which happen in Anchorage, Alaska:

1. Road torn up but passable to vehicles, no separate ped facilities to begin with. 2. Several blocks of suburban road entirely torn up to be reconstructed. All paving, including street, sidewalks and bikepaths gone, and roadbed excavated several feet deep in places. Local traffic only, and not for the timid.

3. Trenching across road and ped facilities for utility work. Half of the road closed at a time. 4. Intersection completely closed to vehicles for the weekend for paving. 5. New curb ramp being installed (wet concrete and no way around it for a few hours). These are usually guarded to thwart "artists". The guard could also warn/assist pedestrians.
