Cooperative Agreement Call - November 28, 2012

Primary Care Associations (PCAs)

State/Regional PCAs are private, non-profit organizations that provide training and technical assistance to health centers and other safety-net providers, support the development of health centers in their state, and enhance the operations and performance of health centers. PCAs also assist in the planning for growth of health centers in their states and help communities apply for and obtain funds for new health centers. In addition, PCAs help develop strategies to recruit and retain health center staff.

Primary Care Offices (PCOs)

PCOs are state-based offices that provide assistance to communities seeking Health Professional Shortage Area (HPSA) designations and funding for health centers such as Community and Migrant Health Centers and Health Care for the Homeless health centers. PCOs work collaboratively with Primary Care Associations, relevant HRSA programs and offices and other organizations to increase access to primary and preventive health care and improve the status of underserved and vulnerable populations.

National Cooperative Agreements (NCAs)

HRSA/BPHC supports cooperative grant agreements with a variety of national organizations to provide training and technical assistance to health centers and other safety net providers. These organizations are uniquely positioned to work with providers, policy makers, program administrators, states and communities to improve the health of underserved communities and vulnerable populations. There are two categories of NCAs, national organizations such as the National Association of Community Health Centers, Inc, which provides a broad array of technical assistance to a wide variety of organizations and organizations that are focused on special populations, that include migrant and seasonal farmworkers, homeless, public housing, LGBT, elderly, children in schools, and Asian Pacific populations.
