Savings to States on State Contributions for Prescription Drug Costs Due to FMAP Increase
Introduction CMS estimates that $5.0 billion in fiscal relief to States was provided through application of the ARRA FMAP increase when calculating State Contributions for prescription drug costs for full-benefit dual eligible individuals enrolled in Medicare Part D by the end of June, 2011.* Program DescriptionThis recalculation due to Recovery Act funding significantly reduces each State's monthly State Contribution amount and is in effect from October 1, 2008 through December 31, 2010. CMS issued a credit to each State’s account on March 02, 2010, to reflect the impact of the retroactive application of the Recovery Act FMAP increase when calculating State Contributions starting from October 1, 2008. Credits issued to each State are displayed in the chart below. The additional monthly fiscal relief provided to each State because of this recalculation due to the increase in FMAP provided by the Recovery Act is equal to the difference between: - The amount CMS initially would have billed the State based on the pre-Recovery Act FMAP rate for each State, and;
- The adjusted bill the State receives as a result of the increase in the FMAP rate provided by the Recovery Act.
NOTE: The total savings amounts in each monthly reporting cycle reflect retroactive adjustments of net enrollments billed from previous billing cycles.
