Medicaid Information Technology Architecture (MITA) 3.0

CMS announces the release of the Medicaid Information Technology Architecture (MITA) Framework, final version 3.0. MITA is a CMS initiative that fosters an integrated business and information technology (IT) transformation across the Medicaid enterprise in an effort to improve the administration and operation of the Medicaid program. This version updates version 2.0 published in 2006 and takes into account the availability of new technologies such as cloud computing and new legislative requirements outlined:

  • in the Health Information Technology for Economic and Clinical Health Act
  • the Children’s Health Insurance Program Reauthorization Act
  • the Affordable Care Act, our final rule entitled, Medicaid Program; Federal Funding for Medicaid Eligibility Determination and Enrollment Activities (Federal Register Vol. 76, No. 75) effective April 19, 2011, which provides States with the authority to receive enhanced Federal funding in order to achieve a higher degree of interaction and interoperability across the Medicaid enterprise and the Health Insurance Exchanges and CMS IT Guidance for Exchanges and Medicaid IT systems.

This version also adds a new section to the framework to assist States in the preparation of the State Self Assessment and Advanced Planning Documents which are used by States to obtain Federal financial participation for the costs of IT systems.
