SAMHSA's 20th Anniversary Timeline
MILESTONES (1992 – 2012)
This year marks the 20th anniversary of the Substance Abuse and Mental Health Services Administration. During this time, and with the support of many organizations and individuals, the Agency has shaped the national dialogue about substance abuse and mental health while playing a major role in supporting people and communities across America. Below is an overview of its milestones in the past two decades.
- 1992 – SAMHSA founded
- 1993 – Addiction Technology Transfer Network (ATTN) founded
- 1994 – "Caring for Every Child's Mental Health" initiative launched
- 1995 – Office of Managed Care founded, the first in the Department
- 1995 – First Consumer Affairs Staff hired by SAMHSA
- 1995 – The National Registry of Evidence-Based Programs and Practices (NREPP) established
- 1997 – Drug Free Communities Support Program launched
- 1998 – National Alcohol and Drug Addiction Recovery Month replaced Treatment Works!
- 1999-2001 – Regulatory authority for oversight of the Nation's opioid addiction treatment system transferred to SAMHSA
- 1999 – “Safe Schools-Healthy Students” initiative launched
- 1999 – Surgeon General Releases “Mental Health: A Report of the Surgeon General”
- 2000 – Establishment of the Consumer/Survivor Subcommittee to the CMHS National Advisory Committee
- 2001 – Faces and Voices of Recovery established at the Recovery Summit in St. Paul, MN
- 2001 – National Child Traumatic Stress Network (NCTSN) formed
- 2001 – Response to the 9-11 Terror Incident
- 2002 – Report to Congress on Co-Occurring Mental and Substance Use Disorders released
- 2002 – State Incentive Grants launched to promote prevention of drug use
- 2003 – The first TIP on State Methadone Treatment Guidelines released
- 2003 – The President’s New Freedom Commission on Mental Health released “Achieving the Promise: Transforming Mental Health Care in America” report
- 2004 – Strategic Prevention Framework Grants initiated
- 2004 – The first ever report on methadone mortality produced
- 2004 – Access to Recovery treatment voucher program emphasizing consumer choice launched
- 2004 – Assisted the launch of the President’s Emergency Plan for AIDS Relief
- 2004 – Screening, Brief Intervention, and Referral to Treatment (SBIRT) grant program launched
- 2005 – National Center for Trauma Informed Care formed
- 2005 – 20th Anniversary of the Alternatives Conference
- 2006 – Suicide Prevention Lifeline launched
- 2005 – Response to the Katrina Hurricane
- 2007 – National Registry of Evidence-based Programs and Practices updated
- 2007 – Centers for Medicare and Medicaid Services approved of peer support as a Medicaid service
- 2007 – Recovery Summit convened
- 2007 – Wellness Initiative to combat premature mortality launched
- 2008 – President Bush signs Wellstone-Domenici Mental Health Parity and Addiction Equity Act
- 2009 – Partnerships for Success: State and Community Prevention Performance Grants initiated
- 2009 – Response to needs of veterans from Iraq and Afghanistan
- 2009 – Recovery Month celebrated its 20th anniversary
- 2010 – Response to the Gulf Oil Crisis
- 2010 – President Obama Signs Patient Protection and Affordable Care Act
- 2011 – Center for Behavioral Health Statistics and Quality (CBHSQ) founded
- 2011 – Release of SAMHSA Working Definition of Recovery From Mental and Substance Use Disorders
- 2012 – SAMHSA Regional Offices formed
- 2012 – SAMHSA’s 20th anniversary
