Can I get NTIS documents free under the Freedom of Information Act?

Why do I have to pay for NTIS documents?

The National Technical Information Service (NTIS) is the central source for public access to Government-sponsored scientific, technical, and engineering reports and other analyses.  This includes regulations, directives, manuals, and similar materials distributed on behalf of the Department of Defense.  Title 15 of the U.S. Code directs NTIS to recover all costs of its operations from the sale of its information products and services, not from tax-supported Congressional appropriations. 

FOIA states that it is not intended to supersede statutorily-based fee schedules.  NTIS is authorized to establish fees for its products and services pursuant to Section 1153 of Title 15, United States Code.  We, therefore, respond to FOIA inquiries for documents by providing pricing and ordering information.
