USPTO 2010-2015 Strategic Plan

The United States Patent and Trademark Office (USPTO) Strategic Plan for fiscal years (FY) 2010-2015 sets forth the agency’s mission-focused goals, as well as the proposed objectives to meet those goals.  The plan is designed to strengthen the capacity of the USPTO, improve the quality of issued patents and registered trademarks, and shorten the time it takes to get a patent.  The plan as fully implemented will enhance and accelerate the innovation and job growth needed to transform the U.S. economy, foster competitiveness and drive the creation and growth of U.S. businesses.  This plan has been completed with input from our public advisory committees, stakeholders, the public, and employees.

Strategic Plan for FY 2007-2012

The USPTO Strategic Plan was created to help focus the USPTO's energy, to ensure that members of the organization are working toward the same goals, and to assess and adjust the organization's direction in response to a changing environment. This effort involves setting goals, and developing objectives for achieving those goals. As part of the strategic planning process, the USPTO's executive leadership team sought a broad range of perspectives from employees, customers and external stakeholders, in a bottom up, collaborative process. The results of the input received from employees and stakeholders were summarized and discussed by the leadership team, which formulated the final plan.

USPTO 2011-2015 Strategic Human Capital Plan

The United States Patent and Trademark Office (USPTO) 2011-2015 Strategic Human Capital Plan (SHCP) sets forth the agency’s human capital goals, as well as the proposed objectives to meet those goals. The SHCP addresses the future workforce demands and challenges facing the USPTO, and identifies the agency’s specific human capital management initiatives designed to overcome its challenges.

Fiscal Year 2011 Performance and Accountability Report (PAR)

Now more than ever, the work of the United States Patent and Trademark Office (USPTO) is vital to our nation’s well-being. As we stand at an important crossroads in the country’s economic evolution, our ability to foster new products and cultivate new inventions proves instrumental in creating the next generation of jobs, investments and growth. We are committed to accomplishing our mission of fostering an intellectual property system that allows American business and entrepreneurs to thrive.

The USPTO faces enormous challenges with the likelihood that FY 2012 will be a difficult year financially. That is why the historic patent reform legislation— passed this summer by Congress, and signed into law in September by the President—is pivotal to our operations. The America Invents Act ensures that the USPTO remains sufficiently resourced to modernize our IT infrastructure, hire more examiners, and swiftly implement new cost-effective provisions that will increase the efficiency and the quality of our patent system.

We will continue to work with the Administration, Congress, and our stakeholders to identify and implement solutions for a sustainable and robust Intellectual Property (IP) system that better equips the nation’s innovators.
