Biennial Peer Review

The U.S. Department of Energy's Biomass Program conducted a complete program review, including its platforms, in 2011 as part of the biennial requirement for all Office of Energy Efficiency and Renewable Energy programs. The process began with the review of the Program's eight primary technology areas (platforms) from February through April of 2011 and ended with a summary review of the entire Program on June 26–27, 2011.

These Peer Reviews were conducted to obtain independent assessments of the Program's active project portfolio—which includes research, development, deployment, and demonstration activities—throughout fiscal years 2010 and 2011; review the accomplishments and achievements of the Program; and gather constructive feedback on the management and strategic direction of the Biomass Program.

In total, 217 Program-funded projects (approximately 85% of its portfolio), all eight platforms' strategic plans, and the overall Program direction were reviewed. The review process utilized 69 reviewers with subject matter expertise and experience in industry, government, and academia. An independent six-person Steering Committee was also used to guide the process to ensure the review process methodology was consistently implemented across all platforms.
