Description

On March 15, 2007, Governor Dave Heineman signed into law Legislative Bill 296, which merged the three agencies of the Health and Human Services System into one Department of Health and Human Services. The change became effective July 1, 2007. The organizational structure of the Department of Health and Human Services includes a Chief Executive Officer who is appointed by the Governor and subject to confirmation by a majority vote of the members of the Legislature. The department has six divisions: Behavioral Health, Children and Family Services, Developmental Disabilities, Medicaid and Long-Term Care, Public Health, and Veterans’ Homes. The directors of the divisions are also appointed by the Governor and subject to confirmation by a majority vote of the members of the Legislature. The division directors report to the CEO. A Chief Operating Officer, in charge of Operations that support the Department, also reports to the CEO. The Division of Behavioral Health administers state hospitals for the mentally ill and publicly funded community-based behavioral health services. The Division of Children and Family Services includes protection and safety programs and services (child welfare, juvenile services), economic and family support programs and services, and the service areas. The Division of Developmental Disabilities consists of the Beatrice State Developmental Center and publicly-funded community-based developmental disabilities services. The Division of Medicaid and Long-Term Care administers the Medicaid program, aging services, and other related programs and services. The Division of Public Health includes preventive and community health programs and services, regulation and licensure of health-related professions and occupations, regulation and licensure of health care facilities, and health care services. The Division of Veterans’ Homes includes the Eastern Nebraska Veterans’ Home, Grand Island Veterans’ Home, Norfolk Veterans’ Home and Western Nebraska Veterans’ Home. Operations areas report to the Chief Operating Officer and include Communications and Legislative Services, Financial Services, Human Resources and Staff Development, Information Systems and Technology, Legal and Regulatory Services, and Support Services.
