Tom joins NIDDK from the National Institute of Standards and Technology (NIST), where for approximately 10 years he has been the Budget Officer, leading a staff responsible for the planning, review, development, justification, presentation, execution and reporting on the NIST budget and annual performance plan to the Department of Commerce, Office of Management and Budget, and the Congress.  Prior to that he served as the Chief of the Budget Review and Coordination Branch at the Immigration and Naturalization Service (INS), and as a Sr. Budget Analyst at the U.S. Department of Justice (DOJ).  Tom holds a Bachelor’s Degree in Political Science from West Virginia University, and a Master’s in Public Management and Policy from Carnegie-Mellon University.
