HHS Recipient Reporting Readiness Tool

The HHS Recovery Act Recipient Reporting Readiness Tool provides grant-specific information to assist grantees in the preparation of their report to OMB at FederalReporting.gov.

The award data that this tool provides can be cut and pasted directly into the Recipient Report. However, this tool does not provide all of the data required for the Recipient Report. In addition to the data that should be used in the Recipient Report, any field containing “Provided by Recipient” is currently not tracked by HHS.

HHS Supplemental Jobs Guidance

The following reflects the Department of Health and Human Service’s Supplemental Guidance on the reporting of job creation and retention pursuant to Section 1512 of the American Recovery and Reinvestment Act (ARRA).

HHS is asking recipients of Recovery Act funds to report on the numbers of jobs created or retained using the full-time equivalent (FTE) methodology described by the Office of Management and Budget (OMB) in Section 5.3 of “Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009” OMB-M-09-21 (PDF).

For grants to the University community, HHS will accept the percentage of time worked methodology outlined by OMB (M-09-21, Section 5.3).

These methodologies reflect reasonable and consistent approaches to collection of employment data and have been highlighted in the OMB Webinars to members of the Federal and recipient communities.

HHS anticipates that all recipients will be able to comply with the FTE methodology and thus will not allow the use of statistical sampling to estimate the number of jobs created or retained.

To account for construction jobs: Prime recipients of construction funds must request and report on jobs obtained from the sub-recipient level with the highest number of jobs created. For example, if 5 construction jobs were created on the prime recipient level, 20 were created on the first-tier sub-recipient level, and 50 were created on the second-tier sub-recipient level, the prime recipient must account for all jobs created all the way down to the second-tier sub-recipient level.
