FY 2012 Planning

EPA develops the following planning documents on an annual basis in order to guide the implementation of Agency programs and strategies.

FY 2012 Annual Performance Plan : ties the proposed annual budget to the Agency’s five-year Strategic Plan.

FY 2012 Action Plans: provide specific Agency annual commitments to implement and advance each of the cross-cutting fundamental strategies found in the Agency’s five-year Strategic Plan.

FY 2012 National Program Manager (NPM) Guidance: issued annually by seven EPA program offices to provide the Agency’s 10 regional offices, states, and tribes with guidance on annual programmatic priorities and implementation strategies.

Response to Comments on FY 2012 NPM Guidance Documents

The draft guidance documents were available for comment through March 18, 2011.  Regions, states, and tribes were able to send comments to Daniel Hopkins (hopkins.daniel@epa.gov) and Marc Vincent (vincent.marc@epa.gov) by using the official template. Each program office's response to comments received is provided below.  OEI and OCIR did not receive comments on their draft guidance documents.


EPA's Budget Process
  • EPA develops a proposed budget in February for the upcoming fiscal year (which runs October 1 to September 30).
  • The President sends federal budgets to Congress for deliberation.
  • Congress considers the President's budget requests and passes appropriations bills.
  • Appropriations bills enact federal agency budgets into law upon the President's signature.
  • The appropriation bill that includes funding for EPA becomes the blueprint for EPA's budget activities during the fiscal year. 

FY 2012 Budgeting

EPA’s proposed budget defines EPA’s program goals for fiscal year 2012 (October 1, 2011 to September 30, 2012) and associated resource requirements.

FY 2012 Justification of Appropriation Estimates for Committee on Appropriationsknown as the Congressional Justification (CJ), includes detailed budget information for each of EPA’s programs.  Also includes the Verification and Validation section which details how EPA ensures the accuracy and reliability of its performance data.
