The most common category of eligible noncitizen is that of permanent resident (someone with a "green card"), but there are other categories as well. I would just like to say that the University of Phoenix is the most unprofessional and dishonest college that a student can choose to attend. I highly recommend against enrolling in that college. They will keep your financial aid excess funds and make any excuse as to why they will not release it to you. Please do not make the mistake of throwing your money away by going there.
