As the drought continues, USDA and other Federal agencies are doing all we can to help farmers, ranchers and communities. Unfortunately, USDA’s tools are limited today. Due to inaction by Congress, many programs authorized under the 2008 Farm Bill expired on October 1. Other aspects of the law will continue to expire in the coming months.

This brings tremendous uncertainty for rural families – particularly livestock producers who have lost access to disaster programs, and dairy producers who no longer have access to dairy support programs.

As we encourage Congress to pass a multi-year Food, Farm and Jobs Bill as soon as possible, USDA continues our work to strengthen the rural economy.  This includes continuing our record efforts to expand access to broadband internet in rural areas. Read more »

For many producers and rural communities, the summer of 2012 has been defined by a record drought.

From the early days of this disaster, USDA has taken action to help. We’ve streamlined our disaster designation process, provided easier access to farm credit, opened more conservation lands for emergency haying and grazing, and much more.

Meanwhile, we continue to convene regular meetings of White House Rural Council to coordinate the Federal response and identify every effort we can take to provide additional help and assistance.

For example, the Small Business Administration and National Credit Union Administration have worked to increase emergency lending for small businesses.  The Department of Interior has opened more Federal land for grazing.  The Department of Transportation has taken measures to get more trucks on the road in the relief effort.  And the U.S. Army Corps of Engineers is working to preserve navigation routes on drought-stricken waterways. After spending much of August out of Washington, Congress is back – and rural America is watching closely, hoping for passage of a Food, Farm and Jobs Bill as soon as possible.

With farmers facing the worst drought in decades this summer and the current Farm Bill set to expire on September 30 of this year, time is running out for Congress to act.

You and I both know the stakes couldn’t be higher.

Since early this summer, when the Senate passed a comprehensive, multi-year Food Farm and Jobs Act, the Administration has expressed its preference for such comprehensive legislation and urged Congress to act before the current law expires. Read more »

Today, President Obama and I continue doing all we can to help farmers and ranchers impacted by the drought. As Congress comes back to Washington in September we will continue to encourage passage of a Food, Farm and Jobs Bill as soon as possible – to give USDA tools to help those who have been impacted by drought, while giving more certainty for farmers and ranchers.

As Americans celebrate Labor Day this weekend, I know the holiday is overshadowed by a drought that has been extremely challenging for thousands of farm and ranch families.

President Obama and I will continue to do all we can to help drought-stricken producers. In a nation where one of every 12 jobs is supported by agriculture, we know that it’s critical to help farmers, ranchers and producers mitigate the effects of drought and continue to strengthen the agriculture sector.

Meanwhile we will continue to call on Congress to pass a comprehensive, multi-year Food, Farm and Jobs Bill – to give USDA tools to help drought stricken producers, and to give more certainty to farmers and ranchers.

But even in a challenging time, American agriculture has stayed strong and resilient. That’s why, as we gather with family and friends to mark Labor Day, it couldn’t be a more appropriate time to say “Thank You” to the folks who provide the most affordable, the most abundant, and the safest food supply on earth. Throughout this disaster, USDA has worked hard to offer emergency access to credit for farmers and ranchers.

In the early days of the drought, USDA acted to lower the interest rate for FSA Emergency Loans from 3.75 percent to 2.25 percent.  This week, USDA announced that we will modify emergency loans by allowing loans to be made earlier in the season – helping livestock producers to offset increased feed costs, as well as those who have liquidated herds.
