Prior to joining SAMHSA, Jean Bennett's prior assignment in the HHS Office of the Secretary was Senior Advisor to the Assistant Secretary for Administration (ASA), who had responsibility for the total leadership and management of a 1500-person, $15M organization and providing Department-wide services including: Human Resources, Information Technology, Facilities Management and Policy, Business Transformation, and the $500M Shared Services Center which provides financial management, administrative operations, strategic acquisitions, and occupational health services on a competitive, fee-for-service basis across the federal government. In this role, Jean collaborated on designing solutions to shared challenges with HHS Operating and Staff Division executives, staff, and external stakeholders.

After September 11th, Jean served in several preparedness and response roles: for HHS in Region VI, the seven health care systems in the VA network in San Francisco, and for the Harvard-affiliated Children's Hospital, Boston - in which she advocated for vulnerable populations in grant and disaster-related activities. As the Region VI Public Health Advisor for the HHS Assistant Secretary for Preparedness and Response, Jean was responsible for leading Public Health and Medical planning and response for LA, TX, OK, NM, and AR for a five year period which commenced with the Hurricane Katrina disaster.

Jean's academic experience and research includes work with inner city pregnant drug addicts, developmentally delayed newborns, and communications. During her military career from which she retired as a Navy Nurse Corps Captain, Jean's assignments included clinical roles in mental health, pediatric, and medical-surgical nursing and administrative assignments overseeing national recruiting programs, tri-service incentive policy development, and a Department of Defense-wide transition assistance program. Originally from Boston, Jean graduated with a BSN from the University of Rhode Island, earned a MS in nursing at the University of Pennsylvania, a MS in management from Troy State, and will soon complete a PhD in Organization and Management from Capella University. Jean is the proud mother of one son, David, who is currently serving as an Air Force F16 pilot.
