This position is located in the Department of Health and Human Services(DHHS), Office of the Secretary(OS), Office of the National Coordinator for Health Information Technology(ONC/HIT), Office of State and Community Programs(OSCP) in Washington, D.C.

This position is responsible for performing a variety of highly complex program analysis assignments and studies where the employee applies qualitative and quantitative methods to the analysis and evaluation both internal organizational program operations and programs to determine their efficiency and effectiveness. Specific duties are the following: 

- Plan, analyze and evaluate the efficiency and effectiveness of health care, health regulatory, or human services program within an HHS organization; 

- Develop, select, adapt, and employ qualitative and quantitative methods, procedures and systems for assessing the efficiency and effectiveness of programs, program policies, practices and procedures and program-level administrative operations, processes and mechanisms; 

- Analyze new legislation, regulations and policies established at high echelons with the government to determine their affect on internal policies, procedures and operations; 

- Serve as contracting officers technical representative on administrative contracts and task orders; and 

- Represent the agency and the immediate organization on committees and workgroups and at conferences and meetings.

Minimum Qualification Requirements for Program Analyst, 343-11 

Applicants must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. 

or
One year of specialized experience, equivalent to the GS-9 grade level in the Federal service, tracking and assisting grantees in health information exchange. 

or 

A combination of education and experience as described above.

Minimum Qualification Requirements for Program Analyst, 343-12 

Applicants must have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, analyzing and measuring the effectiveness of health information exchange approaches and planning in health policy, health information technology(IT) or health information exchange context.
 

Minimum Qualification Requirements for Program Analyst, 343-13 

Applicants must have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service, identifying and analyzing issues, problems and challenges facing a health information exchange; preparing reports, briefs and reviewing and evaluating health care programs policies and procedures.


Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
