Universal Features Common to All MLTSS Programs

Regardless of the population you target or the specific program model you develop, certain features are universal to developing and implementing any managed care program. This section discusses three universal features and how they are applied to developing MLTSS programs. Although universal, how a state incorporates these features is driven by the underlying values and goals a state has established for its MLTSS program:

  • Stakeholder engagement

  • Person-centered approach

  • Quality management systems
