An accessible route of only 36" is not wide enough in this case where there would be little or no difficulty making it at least 5' wide for passing and maneuvering. This is not like a trail into the wilderness where impact on surrounding natural areas would be affected adversely or where one would expect impracticable or infeasibility to enter into the argument. Cross slopes or drop offs would not be a factor either; however without a good firm stable surface the beach is basically impassible for manual self propulsion in a wheelchair/beach wheelchair. The sand is not like the hard surface generally related to other trail access.
