GSA ORDER


SUBJECT: Changes in GSA Organization

1.  Purpose.  This order announces changes in the organizational structure and assignment of responsibilities within the Office of Governmentwide Policy (OGP) and the Office of Administrative Services (OAS).

2.  Background.  OGP provides leadership in the development of Governmentwide policies and guidance for the management of property, asset management, transportation, and Federal advisory committees.  In reviewing our organization strategic plan, along with an analysis of the resources required to provide an effective policy framework across all Federal agencies, we have determined that there is a need to effect organizational alignment changes affecting the Office of Acquisition Policy, OGP, and OAS.  Program functions will be realigned to achieve synergies of expertise and improve leadership roles, increase organizational effectiveness and efficiencies.
 
3.  Changes in Organization.  Effective immediately, the following changes are made within GSA:

     a.  The functions, personnel, authorities, and other resources, as appropriate of the Central Office Contracting Division are transferred from the Office of Acquisition Policy, OGP, to OAS.

     b.  The following branches are established within the Central Office Contracting Division:

          (1)  Information Technology Contracting Branch;

          (2)  Administrative Services Contracting Branch; and

          (3)  Acquisition Planning and Systems Branch.

 

4.  Implementation actions.  

     a.  Implementation of this order as it affects employees represented by a labor bargaining unit is contingent upon completion of labor relations obligations.  Positions affected by this change are subject to normal classification procedures.

      b. The Chief People Officer may cancel this order upon publication of a superseding directive that cancels it or by written notice of cancellation from the program official in accordance with ADM P 1832.1, Chapter 5, Part 5.
