Consumer-Directed Services

Key Considerations

Consumer or participant direction is a service model that gives beneficiaries and their families the option, support and authority to choose the services they need and to direct the individuals who provide them (O’Keeffe at al, 2010). Most states offer one or more consumer-directed options within or alongside their HCBS services and supports programs.

Consumer-directed services and supports may be offered within an MLTSS program.  Doing so involves a shift in responsibility from the state to the MLTSS contractors of some key supports, but the basic ingredients of a state’s consumer-directed initiative need not change. 

If you want to include consumer-directed options in your MLTSS contract, you will need to be explicit about the contractor’s responsibility to offer and support the model.
