The Federal Government is placing greater emphasis on training and development tools as investments to ensure their workforce is adequately prepared to meet the challenges of the 21^st Century. Individual Learning Accounts (ILAs) are a 21^st Century learning tool that provide a flexible and innovative approach to developing today's workforce and building a new generation of workers.

This webpage contains the Report to the Office of Personnel Management Director. The Report gives findings and recommendations from the Individual Learning Account Pilot Initiative. There are five major sections:
