    2. Short-term negotiable foreign securities and CDs are included in the banking claims data on this webpage.
      1. In section A of STATISTICS above, the aggregated data for all foreigners show U.S. holdings of short-term securities and CDs (lines 8,27,41), and U.S. customers' holdings payable in dollars of negotiable CDs (line 12), of short-term securities (line 13), and of commercial paper (line 14).
      2. In section B of STATISTICS, country data do not breakout short-term securities and CDs.

    3. Data-Series Breaks and Other Changes:
      1. 2008-2009: Effective with the data release on September 16, 2009, a number of institutions were reclassified in the TIC system as bank holding companies. These data reporters are now included in the monthly bank-reported statistics and are no longer reporting only quarterly as nonbanks. This change in reporter classification affects data going back to October 2008.
      2. Data as of February 2003.
