Welcome to the Wisconsin Federal Funds website.  This site is designed to provide citizens, businesses and local governments' access to information on federal funding received by the state of Wisconsin as well as information on applying for competitive federal grant opportunities.



The Division of Executive Budget and Finance – Federal Funds Unit within the Wisconsin Department of Administration is available to assist citizens, businesses and local government.  The Federal Funds Unit can be contacted at (608) 266-7631 or by clicking here

The Federal Funds Unit was created under s.16.545, Wis. Stats., and serves as the state’s federal aid management service.
 

In addition to the statutory duties listed below, the unit: 

  • Provides public information on federal grant opportunities.
  • Administers the Education Jobs Fund providing approximately $179 million in federal funds to local Wisconsin school districts.  The unit works closely with over 400 school districts to process claims forms requesting Education Jobs Funds.  Additionally, the unit conducts audits of school district expenditures to ensure that the funding is expended as required by federal law.
  • Maintains information on the use of all funds received by the State of Wisconsin under the American Recovery and Reinvestment Act of 2009 and files quarterly reports on behalf of all state agencies reporting on the use of these funds and numbers of jobs funded.
  • Manages the state's compliance with the Federal Funding Accountabilitiy and Transparency Act (FFATA) and submits all required reports to the federal government details the receipt and allocation of federal funds received after October 1, 2010.
  • Provides technical assistance to local governments, business and non-profit organization on federal accountability, transparency, reporting requirements along with applications for federal assistance.

The unit is charged by law with the following duties:

(1) To fully inform the governor, the legislature, state agencies and the public of available federal aid programs.

(2) To fully inform the governor and the legislature of pending federal aid legislation.

(3) To advise the governor and the legislature of alternative and recommended methods of administering federal aid programs.

(4) To study and interpret the effect of federal aid programs on the administration of state government and the pattern of state government finances.

(5) To assist in the coordination of broad federal aid programs which are administered by more than one state agency.

(6) To maintain an information center on federal aid programs.

(7) To analyze and advise on proposed federal aid budgets submitted to the governor and the joint committee on finance under s. 16.54 (5).

(8) To serve as the state central information reception center for the receipt and dissemination of such federal grant−in−aid information as provided by federal agencies pursuant to section 201 of the federal intergovernmental cooperation act of 1968. The department shall report all such information to the governor and to the joint committee on finance.

(9) To initiate contacts with the federal government for the purpose of facilitating participation by agencies, as defined in s. 16.70 (1e), in federal aid programs, to assist those agencies in applying for such aid, and to facilitate influencing the federal government to make policy changes that will be beneficial to this state. The department may assess an agency to which it provides services under this subsection a fee for the expenses incurred by the department in providing those services.
