Competition Policy Guidance

In conjunction with its law enforcement and advocacy work, the FTC provides guidance about the application of the U.S. antitrust laws to promote transparency and encourage compliance with the law. These resources aid antitrust practitioners, policy makers, businesses, and consumers with questions about the antitrust laws or competition policy. This site contains links to Advisory Opinions, which provide guidance concerning proposed conduct, and other guides to explain competition policy in specific areas, such as merger analysis, collaboration among competitors, and international operations. Many of these guidance documents have been developed with the U.S. Department of Justice Antitrust Division to promote sound U.S. competition policy. The Bureau of Competition has developed additional resources to bolster confidence in the marketplace through public education and outreach efforts directed at both consumers and businesses. These educational resources, including Competition Counts and the Guide to the Antitrust Laws, inform consumers – individuals and businesses alike – about the benefits of competitive markets and the work of the Commission to promote competitive prices, higher quality goods and services, and more choices through its enforcement actions.
