Stipends Table for FY 2012

Predoc stipends - beginning July 1, 2012: First year of NLM predoctoral support, regardless of experience: $22,032 for any bachelor's degree or master's degree in any field, the same as year 1 NRSA level. NLM will provide up to 5 years of support for a predoctoral trainee. The NLM predoc stipend is based on NLM-funded predoc experience. All NLM first-year predocs receive the same amount. In their second year of NLM funding, all predocs receive the same amount, etc., as indicated in the table. Predocs at experience levels 2 through 5 who did not begin their predoctoral training with NLM support must begin at experience level 1. A total of 5 years of NLM trainee support is permitted, which can be divided between predoc and post-doc support. If a predoc is supported for 5 years, no additional NLM training support can be provided to that trainee.

Postdoc stipends: First year of support: based on prior years of postdoc experience. For each subsequent year of support: add one year of experience. No additional cost of living increases are permitted. Up to 3 years of NLM support is permitted for a postdoc. NLM trainees are exempt from NRSA payback requirement. For MDs, internship/residency counts as qualifying experience.

Tuition

  • Tuition Reimbursement:
    • Predocs: 60% x Actual Inst. Tuition Amt. = (x) ≤ $16,000
    • Postdocs enrolled in an MS or PhD program: 60% x Actual Inst. Tuition Amt. = (x) ≤ $16,000
    • Postdocs not seeking a degree: 60% x Actual Inst. Tuition Amt. = (x) ≤ $4,500
    • STTPs (short-term training program for minority recruitment): 60% x Actual Inst. Tuition Amt. = (x) ≤ $4,000

  • Provide full tuition amount when filling out annual progress report
    • NLM will calculate tuition reimbursement based on full tuition

Training-Related Expenses and Health Insurance

The following amounts not to exceed the NRSA levels:

  • Predocs: $8,500 per FTTP
  • Postdocs: $10,500 per FTTP
  • Short-Term Training Positions (STTPs): $1,100 per STTP
  • Used to defray the costs of "other" research training costs, faculty and staff training salaries, consultant costs, equipment research supplies and faculty travel
  • Health Insurance applies to single and family coverage options
  • Predocs and Postdocs training at the NLM - please indicate how your institution plans to cover the NLM fellow while they are on fellowship. NLM does not directly reimburse for health insurance coverage.
  • Under exceptional circumstances, which can include providing accommodations for a trainee with disabilities, it is possible to request additional training-related expenses. Consultation with NLM program staff in advance of such requests is required. Unless an applicant receives advance permission to do so, no exceptional expenses should be included in a submitted budget.

Unobligated Grant Balances

  • NLM does not approve carryover of unobligated/unexpended grant funding balances from prior budget periods
  • Unobligated balances are used to offset the next active budget period of the grant
  • Grantees should regularly check their Federal Cash Transaction Reports (PMS-272) authorization

For All Grantees: Conflict of Interest

  • Each grantee institution must:
    • Enforce a written policy on conflict of interest that complies with the NIH regulations
    • Inform investigators of the institution's policy and NIH regulation
    • Inform investigators of their reporting responsibilities
    • Provide adequate guidelines for enforcement mechanisms and sanctions where appropriate
  • Investigator reporting responsibilities differ by institution
    • At a minimum, must report "significant financial interests" (including those of spouse and dependent children) that would affect or appear to affect the research

For All Grantees: Public Access Mandate

  • All final peer-reviewed manuscripts arising from NIH funds must be submitted to PubMed Central upon acceptance for publication
    • Includes trainee publications resulting from NLM training grant
    • Requirement as of April 7, 2008
  • NIH progress reports, applications, and proposals must include the PubMed Central reference number (PMCID) when citing a paper that falls under the policy and arose from an NIH award
    • Requirement as of May 25, 2008
