The Integrated Compliance Information System (ICIS) is a secure system only available to EPA and state users. The public should use the Enforcement and Compliance History Online (ECHO).
ECHO is a Web-based tool that provides public users
with compliance monitoring and enforcement data.
ICIS is a complex and comprehensive tool.
State and federal users who do not use ICIS frequently may find OTIS and ECHO more intuitive for their reporting needs. - ICIS Federal Enforcement and Compliance (ICIS-FE&C) which provides data and support for federal enforcement tracking, targeting, and reporting.
- ICIS National Pollutant Discharge Elimination System (ICIS-NPDES) which provides the ability for ICIS users to manage their NPDES program by tracking permits, limits, discharge monitoring data and other program reports.
ICIS, integrating data from several separate data systems, is a multi-year system modernization project that will be completed in late 2014. The last phase of development, currently underway, is the preparation for data migration from the Air Facility System (AFS). The Air Facility System tracks permits and enforcement and compliance assurance data for major stationary sources of air pollution. EPA's ability to target the most critical environmental problems will improve as the system integrates data from all media.

Who Can Access Information in ICIS?
The public can access federal information on enforcement, compliance assurance and National Pollutant Discharge Elimination System (NPDES) information in ICIS by using:
EPA employees can access ICIS to update data and to generate reports that provide a national picture on enforcement and compliance assurance data.
EPA regional users can access ICIS to enter data for both states within their region and EPA regional data. EPA regional users can generate reports containing enforcement and compliance assurance information within their geographic boundaries.
State users can access ICIS to enter data for their state. States can also generate reports of enforcement and compliance assurance activities within their state.

- Enables users to create tailored reports by environmental medium, region and other criteria
- Ensures secured access to data for only those approved users
- Shares data with other EPA efforts such as the Agency's Facility Registry System.
- Accepts data from the Central Data Exchange and the Environmental Information Exchange Network
- Provides consistent tracking of comparable enforcement and compliance assurance activities

Help is available on the following topics:
- System Access provides registration information to obtain a user ID and password.
- ICIS User Guides and Training includes the ICIS Users' Guide and other information to support ICIS registered users and information on both ICIS training available through the Web as well as in the classroom.
- ICIS Reports will help you get started with using reports in ICIS. The Reporting Tool within ICIS is called Business Objects XI. Reporting functions in ICIS allow users to retrieve and display data from ICIS using two basic methods – pre-defined standard reports and customized ad hoc reports.
- ICIS Contact List provides contact information for Federal Enforcement and Compliance (ICIS-FE&C) and/or ICIS-NPDES system administrators for each state or region.
- The ICIS Issue Tracker System (IITS) is a Lotus Notes, web-based database that records and monitors state and regional matters that have been reported to the ICIS Customer Support Section. IITS serves as a knowledge base that allows users to actively collect and share data to aid in the problem solving process. All users must be registered to use the ICIS Issue Tracker System. All users must contact ICIS Customer Support at 202-564-7756 to access the ICIS Issue Tracker System.
