Biography

Carl Roth, Ph.D., LL.M., is the director of the Office of Science and Technology and associate director for scientific program operation at the NHLBI. Dr. Roth has been with the NHLBI for over 29 years. In addition, Dr. Roth currently serves as the acting director of the NHLBI Office of Communications, which provides comprehensive communications services to help the Institute convey health information based on scientific discovery to a wide range of audiences.

In his various roles at the NHLBI, Dr. Roth is directly involved in the planning, coordination, and evaluation of the Institute’s scientific programs in heart, blood vessel, lung, and blood diseases, and oversees the development and implementation of scientific management. He also oversees the Institute’s technology transfer function and manages the Institute’s interactions with public interest organizations.

Dr. Roth has twice served as acting deputy director of the NHLBI, first from April 2005 to February 2006 and most recently from December 2009 to August 2012.  Other previous positions include deputy director of the Office of Science and Technology, NHLBI, from 1987-1996; chief of the Program Analysis and Evaluation Branch, NHLBI, from 1982-1987; evaluation officer, Office of the Director, NIH, from 1981-1982; senior reviewer for Economics, Statistics, and Operations Research, National Institute for Occupational Safety and Health, from 1980-1981; staff researcher in Health Services Research, U.S. Public Health Service Hospital System from 1975-1980; and assistant professor of Decision Sciences, Graduate School of Management, Northwestern University, from 1974-1975.

Dr. Roth received his Bachelor of Science and Master of Science degrees in industrial engineering from Lehigh University in 1967 and 1968, respectively. He received a Doctor of Philosophy in operations research from Yale University in 1974, a Juris Doctorate from the University of Maryland School of Law in 1980, and a Master of Laws in Intellectual Property Law from the George Washington University in 1994.

He has several publications concerning management of biomedical research and evaluation of NHLBI programs. Dr. Roth has also been licensed to practice law in the District of Columbia since 1980 and licensed to practice in patent matters before the U.S. Office of Patents and Trademarks since 1996.

In recognition of his many contributions, Dr. Roth has received three U.S. Public Health Service medals for excellence and leadership, including the Meritorious Service Medal and several NIH Merit Awards. He is a member of the Institute for Operations Research and Management Science, the District of Columbia Bar Association, and the American Bar Association.
