  Federal 911 Clearinghouse

  As a concerned citizen, I tried to find a way to elevate my concern to the U.S. Government (DHS, FEMA or USCG). After calling DHS and getting the "idiot treatment" I was directed to the regional Coastguard unit which also gave me the "idiot treatment." You need to establish a National 911 Hotline where people can call or email to report concerns. Then maybe the government could be proactive instead of "investigating" ...more »

  One-Click Flood Zone Application for Smartphones

  Smartphones have GPS. Every smartphone knows the precise latitude and longitude of its physical location on the earth. Given smartphone GPS and Google Earth mapping technology, a "One-Click Flood Zone" application would pop-up on the smartphone display the image of the FEMA flood map for that location.   Smartphones have GPS. Every smartphone knows the precise latitude and longitude of its physical location on the earth.

  Given smartphone GPS and Google Earth mapping technology, a "One-Click Flood Zone" application would pop-up on the smartphone display the image of the FEMA flood map for that location. The One-Click Flood Zone application would allow touch screen capability to zoom in, zoom out or move the map in any direction.

  The consumer benefit would be quick and easy access to the flood zone at the location of the smartphone. For example, when driving by a real estate “for sale” sign, the smartphone user could stop and one-click to view the FEMA flood zone map.

  Flood hazard areas are not obvious and this smartphone application would take the guesswork out of knowing flood risk at any given location.

We will be able to respond to unforeseen catastrophic events faster and better equipped than any other military or civilian element in existence.

  As communications is the most critical capability in response, we need to leverage our existing systems and ensure that they can function in a degraded environment. For example, an open-source project that is being tested (or has been tested) with the Red Cross in New Zealand is called the Serval Project. It allows cell phones to communicate without the use of cell towers. As you know, most cell phones are capable of accessing three different networks: the cellular network, the wi-fi/wi-max network and bluetooth networks. In a disaster, if the cell towers become inoperable, the phones will form a network using wi-fi. If I understand it correctly, a message can originate from one phone and be re-transmitted from phone to phone until it reaches the destination phone using only the wi-fi transmitter/receiver.

  This would require cooperation from our carriers but would provide a significant capability with minimal ongoing costs.

  - Advocate for continued funding for, support of, and collaboration with disaster behavioral health services such as the national Disaster Distress Helpline and local and state crisis counseling services.

  The Disaster Distress Helpline is a program of SAMHSA administered via public-private partnership with Link2Health Solutions, a subsidiary of the non-profit Mental Health Association of NYC. L2HS also administers the National Suicide Prevention Lifeline for SAMHSA, of which the DDH is a sub-network. The DDH is a national crisis hotline (1-800-985-5990 / text 'TalkWithUs' to 66746) that is ready & available 24/7 for counseling and support to anyone in the U.S. experiencing emotional distress before, during or after natural or human-caused disasters, including incidents of mass violence. Calls and texts are answered by trained, caring counselors from a network of crisis call centers who can also connect those in need with their local 2-1-1 or Lifeline center for additional support.

Resilient systems generally contain all the following traits: 1) Proactive (anticipating a problem before it has arrived and identifying solutions), 2) Interactive (designing feedback mechanisms to facilitate information flow), 3) Reactive (implementing effective response and recovery), and 4) Adaptive (adjusting and learning from both success and failure). Disasters are complex events requiring systematic approaches to preparedness, prevention, mitigation, and response. Organizations charged with emergency management can take advantage of system safety approaches used in other industries such as chemical, nuclear, and aerospace to build resilience. System safety attempts to prevent accidents in complex systems. A system safety process identifies and analyzes hazards and risks, then reduces such risks through safeguards and preventative actions. System safety deals with systems as a whole, not just components, knowing that many accidents occur because of interactions among systems. Emergency management professionals could promote systems thinking in addressing complex events through the use of system safety lessons learned.   One of the most critical aspects to disaster recovery is re-establishing power and transportation. In most areas there are private companies which could be contracted with for a retainer fee to have personnel and equipment on hand for the following tasks:

  Tree and debris removal from main highways and primary power right of ways (logging company with trucks, saws, and skidders)

  Flooded roads (contractors with pumps, sand bags, temporary coffer dams)

  Dirt/gravel replacement or removal (contractors with dozers, graders, front loaders, and dump trucks)

  Bussing (a transportation or bus company to transport people and workers in and out in a safe and efficient manner without danger of looting etc.)

  These are a few, others can be added. They would be called an placed on alert 48 hours of anticipated need in weather related disasters and paid to clear a contracted area and maintain it until the locality can resume operations.

  This is more efficient and quicker than bringing in outside equipment and workers and it allows better use of the removed trees, dirt and debris shortening cleanup time and reducing hazards.

  They say in business, out of 200 ideas, 2 may be doable. Thank you FEMA for allowing ideas to be submitted and voted on. Eventually FEMA may discover those 2 winning concepts. Look at Kitty Hawk for the first to fly had many inventions. Perhaps 99 inventions before the winning aircraft won that contest. We Americans never gives up! With all the mold affecting rebuilding efforts, can a new robot get into basements to wash away this mold? It would be operated remotely from the outside? A web camera and spotlight would be attached to these robots so the operators can see what they are doing. Can our youth submit other new ideas that will make leaders think? The more ideas submitted will result in that one idea that may transform FEMA. Then we all win in more ways than one.

This process has fail over capability, runs the Federal Reserve and Wall Street at this time.. and obviates need for an enterprise architecture. It has passed the Science and Technology Directorate rigorous investigation and been approved. There are additional components which have been developed as cooperative capabilities as well. These were demonstrated to, reviewed by, and accepted by Congressional Homeland Security Committees for legislation in staggered parts.DISA has also determined that the combined processes will be part of cooperative global information capabilities for expedited disaster preparedness along with Joint Forces Training programs.

  Convert Federal Data RSS to GEO RSS

  There is a tremendous amount of data out there created and maintained by Federal Agencies that can be leveraged in Spatial Viewers. As they each create different viewers for their data, we are left with multiple windows to view the data. RSS has helped with pushing this information. If we could have a standard for changing these feeds to GEO RSS, then we could leverage this data in Mitigation, Response, and Recovery. ...more »

If we could have a standard for changing these feeds to GEO RSS, then we could leverage this data in Mitigation, Response, and Recovery. NOAA recently created another viewer in beta: http://preview.weather.gov/edd/..this is a great start, but having the GEO RSS feeds for these would untie data make it shareable across platforms!

  NOAA Sites and Seimic Monitoring

  In seismic hazard areas, combine weather and riverine montioring stations with seismic monitoring. Example in the Puget Sound we have many USGS and WS DOE Stream Gages and Weather Stations in areas of higher ground shaking. Why not add seismic monitoring to these stations to take advantage of existing sites!

  Communication Drones

  I have done some looking and have not found any use of drones for emergency communications, It would not be hard at all for drones to establish WiFi hotspots, or even airborne cell towers in a disaster area. If we had 6 ready drones strategically located, it would be possibe to establish a hotspot anywhere in the U.S. within 4 hrs.

  This idea was already implemented for Hurricane Sandy, and successfully managed 30,000 volunteers from more than 80 organizations at more than 4,000 homes in need of clean-up, muck-outs, and debris removal in Connecticut, New York, Long Island, and New Jersey. The system is running and may be adapted to any location in the U.S. (or the world) in a matter of hours; it's an open source gift to the disaster recovery community, and the beta version was built by volunteers.

  The platform implements a “Craigslist” philosophy to recovery efforts—organizations that are aware of work orders enter them into the system, and organizations with capacity to help can claim and perform the work without interference from any centralized organization. This minimizes duplication and maximizes communication, coordination, and efficiency.

  The current implementation requires a password (at http://www.crisiscleanup.org). However, I have posted a training video that explains how the system works (http://vimeo.com/53689479).   Emergency Broadcast disruption

  I live on Branch st., Scituate,MA. The streetlight on pole number 36 is mal functioning and the static created by the re-light of the street lamp blocks out WRKO 680 AM 40 percent of the time making it impossible to hear any Emergency Broadcast. It also interfers with all of WRKo's regular broadcasts, This is also probably happening on the many mal-functioning streets throughout Scituate. Shouldnot the power company be ...more »

  Veterans Liasion

  There needs to be a liasion for veterans who suffer from PTSD as myself. I was laid off. And now understand why. However not understanding certain outcomes which would had prevented this issue. Haveing a liasion who takes charge of Vetrerans disabilities and tracks their work evaluations, credit card usage and how to stay on track would lead to a better staffing of veterans and stop the fireing or lay offs.

Index based insurance could allow for pre-event payouts for certain events that allow communities to better respond and prepare. Put together practiced/equipped surge CR teams (3-5 mbr) for this effort and prepare/train emergency managers at the state and county/local level ...more »

Have these teams linked by technology to provide common operations pictures back/simultaneous up/down the chain for all levels as cooperative partners. The good teams got maps and where to go from local and county EOCs. Plotted their work on the maps. Knew where DRCs were on daily basis to direct survivors. FEMA "flexibility" not an excuse for not having a defined, expandable and improving process. Top down driven. But use the deck plate personnel who owned that process for 6 days to help define the initial process.

  EOC Designations

  Since Communications are so critical, barriers need to be taken down with the different folks and ESF's. Try putting up the name of the ESF and not just the number in your Emergency Operations Center. Also, civilians, military, law enforcement, etc. all speak a different language. How about doing a multiculturism training.

  Remotely piloted drones can be adapted to assist victims of disasters using surveillance cameras and fitted with launchers groceries, medicines, lifejackets, inflatable small boats, ropes, radios, phones, flashlights, clean water, clothing.

  Just only adapts them with gates jettisoning like agricultural airplanes,or warbomber airplanes

  Objects can be fitted with small parachute

  Members of the fire department can be trained to remote pilot these drones or specialized company.

  Drones optimize the timing of recognition of the situation, planning, saving fuel demand, helping the work of helicopters and ground service without risking the lives of pilots and crew in mountainous region, rain, fog, wind.

  I say this because I am a 49 years old pilot of airplane and already did the rescue work helping poor Indian villages in the remote region of Amazon jungle and making launch of groceries in the mountainous region.

  This really very difficult and dangerous for airplanes and helicopters.

  Equipped drones can act in the same way in cities as they can catapult masks, fire extinguishers, rope climber, radios, medicines,clean water

  In case of shipwreck may catapult fuel for boats, life jackets, food, radios,GPS

  I hope this idea wil increase any about future use of civil or military drones

  Most all of the public sector US power and communications infrastructure was built under the pretense that we would never sustain a foreign atttack.   Most all of the public sector US power and communications infrastructure was built under the pretense that we would never sustain a foreign atttack. Since 9/11 occurred we know this to be incorrect. However, little has been done in the private sector to harden our infrastructure against foreign or terrorist attack. Additionally the reliance on computers, electronics and communications infrastructure for just in time supply chains, has left us in an extremely vulnerable position. Should we lose power, communications, or both, our food and fuel supply chains would be adversely impacted and the ensuing panic could be disastrous in terms of life and property loss. Primary transmission lines are left unprotected and we rely heavily on long distance transmission and switching to supply the aging grid. An immediate effort should be made to adopt a terror resistant public power grid which utilizes small, local generation systems based on locally renewable resources and natural gas. Primary Transmission lines should be hardened from attacks by fencing and surveillance. People should be better informed and aware of the capabilities of EMP devices and informed of how they may impact civilian life so that they can prepare emergency survival kits should a widespread or extended power event occur. We need to begin hardening our public communications and power grids immediately with strategic timelines and goals in place.
