The presolicitation synopsis for this requirement was published in the FedBizOpps (www.fedbizopps.gov) on under the title, "Public Views and Methods to Obtain Public Input on Health Care Resource Allocation". The solicitation issue date is July 5, 2006. The Request for Proposals (RFP) is available for download (Select to access Downloading Information) and at the Federal Business Opportunities Web site: www.fedbizopps.gov.

It is the offeror's responsibility to monitor the Web sites where the RFP will be posted to learn about any amendments to the solicitation. It is anticipated the amendment with responses to questions will be posted by July 27, 2006.

Background

It is anticipated that 1 award will be made under this solicitation for a period of 12 months.

This project will address the conventional wisdom that the American public is unwilling to consider "rationing" or to admit to the necessity of making choices among competing uses of health care funds, an assumption that is frequently referenced as a basis for justifying policy related to decisionmaking as well as specific choices in health care. The project will re-examine these assumptions and specifically investigate the willingness and ability of the public to use economic information, including cost-effectiveness analysis, to set priorities and make choices about spending on health care services. This project will to carry out an investigation of public perceptions regarding limits to health care spending and approaches to allocating resources, using a method that will inform/educate participants as well as eliciting their views.
