Guam Realignment

The Defense Posture Review Initiative, initiated by the Secretary of State and Secretary of Defense with their Japanese counterparts, serves as the framework for the future of U.S. force structure in Japan and the U.S. Marine Corps realignment to Guam.

The Guam realignment will be one of the largest movements of military assets in decades while helping to maintain a robust military presence in the Asia-Pacific region. Expected construction costs for facility and infrastructure development requirements relating to the realignment are approximately $10.27 billion, of which the Government of Japan has agreed to provide up to $6.09 billion.


Oversight of Guam Realignment

Section 2835 of the National Defense Authorization Act for Fiscal Year 2010 designates the Inspector General of the Department of Defense as the Chairman of the Interagency Coordination Group of Inspectors General for Guam Realignment. 

The Interagency Coordination Group will provide transparency and accountability to the American people and to the U.S. military forces affected by this realignment.

The group will also provide an accounting of funds received from the government of Japan. The Interagency Coordination Group is committed to providing independent, objective, and relevant information in achieving accountability, integrity, and efficiency in the Guam realignment.


Interagency Coordination Group of Inspectors General for Guam Realignment Issues Annual Report

Image of Guam Report CoverFebruary 1, 2012 – The Department of Defense Inspector General issues the third annual report on Guam realignment. Public Law 111-84, Section 2835, "Interagency Coordination Group of Inspectors General for Guam Realignment," requires the Inspector General of the Department of Defense, as the chairperson of the of the Interagency Coordination Group, to submit to the congressional defense committees, the Secretary of Defense, and the Secretary of the Interior a report summarizing, for the preceding calendar year, the activities of the Interagency Coordination Group during such year.

The third annual report provides an update on the progress and efforts undertaken in the realignment of forces to Guam. This year's reports discusses the impact of the signed Programmatic Agreement, the infrastructure requirements requested by the Governor of Guam in his "One Guam Buildup" Report to Congress and the restrictions placed on appropriations as a result of National Defense Authorization Act for Fiscal Year 2012.

The report also includes a comprehensive list of completed and planned realignment audits to date.

In addition, the annual report includes the activities under programs and operations funded with amounts appropriated or otherwise made available for military construction on Guam. The annual report, as required, also includes, for the year covered by the report, a detailed statement of all obligations, expenditures, and revenues associated with such construction.

Interagency Coordination Group of Inspectors General for Guam Realignment Issues Annual Report

Image of Guam Report CoverFebruary 1, 2011 – The Department of Defense Inspector General has issued the second annual report on Guam realignment titled “Interagency Coordination Group Inspectors General for Guam Realignment Annual Report.”  The report is dated February 1, 2011.

Public Law 111-84, Section 2835, "Interagency Coordination Group of Inspectors General for Guam Realignment," requires the Inspector General of the Department of Defense, as the chairperson of the of the Interagency Coordination Group, to submit to the congressional defense committees, the Secretary of Defense, and the Secretary of the Interior a report summarizing, for the preceding calendar year, the activities of the Interagency Coordination Group during such year.

The second annual report provides an update on the progress and efforts undertaken in the realignment of forces to Guam. During calendar year 2010, the United States has made progress on associated realignment efforts including the September 2010 completion of the Record of Decision. The Record of Decision is the final step in the Environmental Impact Statement process. The United States continues to work with the Government of Japan to resolve Futenma Replacement Facility.

In addition, the annual report includes the activities under programs and operations funded with amounts appropriated or otherwise made available for military construction on Guam. The annual report, as required, also includes, for the year covered by the report, a detailed statement of all obligations, expenditures, and revenues associated with such construction.

Interagency Coordination Group for the Guam Realignment Holds Semiannual Meeting

Photo of IGC meetingDecember 9, 2010 - The semiannual meeting of the Interagency Coordinating Group for the Guam realignment was held recently at the Department of Defense Office of Inspector General Headquarters in Arlington, VA. The meeting was chaired by DoD Inspector General Gordon S. Heddell.

The group was briefed on the DoD IG's recent visit to Guam as well as the current status of the realignment and the ongoing and planned audit work. The meeting was attended by the Honorable Richard Skinner, Inspector General, Department of Homeland Security; the Honorable Arthur Elkins, Inspector General, Environmental Protection Agency; Mr. Mark Bialek, Deputy Inspector General, Environmental Protection Agency; Mr. Donald Cairns, Deputy Assistant Inspector General, Department of the Interior; Mr. Jeffrey Ludovic, Assistant to the Assistant Inspector General, Department of Education; and Mr. Tracy LaPoint, Assistant Inspector General for Audit, Department of Agriculture.


Mr. Heddell Visits the U.S. Pacific Command as Part of a Follow-up Oversight Visit for the Guam Realignment

Mr. Heddell and Adm. WillardOctober 20, 2010 - DoD Inspector General Gordon S. Heddell met with Adm. Robert F. Willard, Commander, U.S. Pacific Command, Camp H.M. Smith, Hawaii, recently on the initial stop of a week-long oversight visit concerning the Guam realignment of forces, with stops in Korea and Guam.

This is a follow-up to a February/March 2010 visit by Mr. Heddell and members of his staff, and is being conducted in order to assess progress over the past seven months with issues related to the transfer of U.S. forces from Okinawa to Guam.

Mr. Heddell also met with Rear Adm. Timothy M. Giardina, Deputy Commander, Pacific Fleet, Lt. Gen. Duane D. Thiessen, Commander, Marine Forces Pacific, and Rear Adm. Kate Gregory, Commander, Naval Facilities Engineering Command Pacific Fleet.

FY 2010 Comprehensive Oversight Plan for Guam Realignment

FY 2010 Comprehensive Oversight Plan for Guam RealignmentJune 4, 2010– On behalf of the participating members, the Department of Defense Inspector General released the “FY 2010 Comprehensive Oversight Plan for Guam Realignment” in response to the FY 2010 National Defense Authorization Act which requires the Inspector General of the Department of Defense, as the Chair of the Interagency Coordination Group, to prepare an annual oversight plan detailing planned audits and reviews relating to the Guam realignment (Public Law 111-84, Section 2835, “Interagency Coordination Group of Inspectors General for Guam realignment”).

The plan incorporates the planned and ongoing oversight of the Inspectors General of the Department of Defense, Department of Interior, and Homeland Security and the Naval Audit Service. 

The FY 2010 edition is organized by six functional areas: 1) Oversight and Accounting of Obligations and Expenditures; 2) Monitoring and Review of Construction Activities; 3) Monitoring and Review of Contracts; 4) Monitoring and Review of Japan Funds; 5) Maintenance of Records on Use of Funds; 6) Monitoring and Review of the Implementation of the Defense Posture Review Initiative.

It includes oversight projects that directly impact realignment efforts in Guam, as well as in Okinawa, Japan.  The projects may be conducted exclusively in the Pacific theater, require travel to theater, or be conducted outside the theater such as solely in the Continental United States (CONUS).

Inspector General Heddell Concludes Pacific Area Tour with Visits in Okinawa and Guam

–DoD Inspector General Gordon S. Heddell and key members of his staff concluded their tour of the Pacific area with visits to Okinawa, Japan, and Guam. The visits are part of preparations related to the oversight of plans to facilitate the realignment of U.S. forces from Okinawa, Japan, to Guam by a targeted completion date of 2014.

On March 8, Mr. Heddell, and Lt. Gov. Michael Cruz met to discuss any issues or concerns they and the citizens of Guam may have in regards to the transfer of U.S. forces from Okinawa to Guam. Lt. Gov. Cruz is an Army Reserve colonel and a medical doctor, who has deployed twice to Iraq and once to Afghanistan.

While in Guam, Mr. Heddell also met with Brig. Gen. Philip M. Ruhlman, USAF; and Maj. Gen. Donald Goldhorn, Guam National Guard to discuss  relocation of the Marine and base improvements needed to accommodate the transfer.  Brig. Gen Ruhlman is the Commander, 36th Wing; the Installation Commander and Base Commanding Officer, Andersen Air Force Base, Guam; and the Deputy Commander, Joint Region Marianas (JRM).  Maj. Gen. Goldhorn is the Adjutant General of the Guam National Guard. (more)

March 4, 2010 – DoD Inspector General Gordon S. Heddell met with Lt. Gen. Edward A. Rice, USAF, Commander, U.S. Forces Japan (USFJ), and Maj. Gen. John A. Toolan, Jr., USMC, Deputy Commander, USFJ, yesterday and was provided with a briefing on the command’s role in the Defense Posture Review Initiative, which serves as the framework for the future of U.S. force structure in Japan and the U.S. Marine Corps realignment to Guam.

Joining Mr. Heddell on the visit to the Yokota Air Base were members of his staff, including Deputy Inspector General for Auditing Mary L. Ugone, Chief of Staff Mike Child.  The visit to Japan was the second in a series of visits to DoD commands in the Pacific area.  (more)

Each report shall include, for the year covered by the report, a detailed statement of all obligations, expenditures, and revenues associated with such construction.

In April 2010, the DoD OIG on behalf of the members of the Interagency Coordination Group will issue the oversight plan for Guam realignment.  The oversight plan will include planned and ongoing oversight efforts pertaining to Guam realignment and the various supporting efforts required for the relocation of U.S. forces to Guam.
