Emergency Preparedness & Continuity of Operations

The Office of Emergency Preparedness and Continuity of Operations assures that HRSA and its stakeholders have the information and tools needed to prepare for and respond to emergencies.

HRSA works to increase transparency, widen participation and foster collaboration, both internally and externally. Engaging with  stakeholders to address preparedness issues associated with rural territories, health centers and medically vulnerable populations, HRSA develops standard operating procedures and policies; assures that the agency and its stakeholders are integrated into Federal emergency preparedness resources; and disseminates information to stakeholders and ensure situational awareness.

Core Functions

Coordination

  • Coordinating agency activities related to emergency and public health preparedness planning and policy and overseeing the agency's Emergency Operations Center.
  • Coordinating agency continuity of operations and continuity of government activities and maintaining alternate operating facilities.

Collaboration

  • Creating and sustaining broad-ranging relationships among federal partners and nongovernmental organizations to encourage trust, advocate a team atmosphere, build consensus, and facilitate communication.
  • Working with the U.S. Department of Homeland Security, the U.S. Department of Health and Human Services and interagency partners on emergency preparedness public health events.

Integration

  • Integrating resources from multiple nongovernmental and Federal agencies to provide a network of resources for HRSA and stakeholders

Communication

  • Maintaining situational awareness for HRSA stakeholders regarding preparedness, mitigation, response, and recovery during significant emergencies, disasters, and public health events
  • Providing guidance on workforce health protection issues for emergencies and disasters
