Federal Law Enforcement Training Center

As the Federal Law Enforcement Training Center’s (FLETC’s) Assistant Director for Training Innovation and Management, Mr. Hanneld oversees the activities of two offices comprised of five divisions. These subordinate elements are responsible for:

 - Administering processes for designing, developing, and managing FLETC’s training programs.

 - Promoting the innovative development and application of training technology — especially simulation,   modeling, and distributed learning — to augment FLETC’s traditional training delivery systems and   methodologies.

 - Allocating training capacity among the Center’s customers and FLETC’s four training facilities.

 - Overseeing original research to enhance the effectiveness of FLETC’s training, and managing feedback   mechanisms for measuring training outcomes and validating the efficacy of FLETC’s training programs.

 - Delivering essential mission support services to FLETC’s students and staff, thereby creating an   environment conducive to effective learning.

Prior to appointment to his current position in March 2004, Mr. Hanneld served for two years as the Assistant Director for Administration. In other previous positions he has been the Assistant Director for Training, Chief Financial Officer, Deputy Associate Director for Planning and Resources, Assistant Director for Training Support, Assistant to the FLETC Director, Chief of the Legal Division, Chief of the FLETC Management Institute, Assistant Chief of the Enforcement Techniques Division, Program Specialist for the Center’s basic police training program, and Legal Division instructor.

Mr. Hanneld began his federal career in 1969 as a police officer with the United States Capitol Police in Washington, DC. In 19 years with the Capitol Police, he served as a patrol officer, as a field sergeant, as an instructor detailed to the FLETC, as a Lieutenant representing the Capitol Police at the FLETC, as a Captain commanding the Capitol Police Training Division, and as an Inspector commanding the Capitol Police Staff Services Bureau.

Mr. Hanneld holds a B.A. degree in American Studies from the George Washington University. He received a J.D. degree, summa cum laude, from the John Marshall Law School. Mr. Hanneld is also a graduate of the Senior Executive Fellows Program at Harvard University’s John F. Kennedy School of Government, the Center for Creative Leadership’s Leader Development Program, the Federal Executive Institute, the FBI National Academy, and the Police Executive Research Forum’s Senior Management Institute for Police. He is a member of the Georgia Bar and the Federal Bar, and is in the Senior Executive Service. Mr. Hanneld is a recipient of the Presidential Rank Award for Meritorious Service.
