RESEARCH AND CIVIL LAW BRANCH (JAR) MISSION 

• Legal comment on military policy matters 
  
• Provide analysis on admin law, claims, litigation issues, and other civil and admin law matters
  
• Assist SJA to CMC in his role as USMC Deputy Designated Agency Ethics Official
  
• Assist SJA to CMC in role as Rules Counsel for Professional Responsibility
  
• Provide legal review of USMC orders and administrative messages
  
• Assist Judge Advocates in the field on matters of research and civil law
