The TAGGS Data Dictionary consists of the following data elements.

ARRA Flag Flag to indicate whether the award is initiated by American Recovery and Reinvestment Act.
Action Issue Date Date of Grants Management Officer's signature on the award notice.
Agency Activity Type Code Code used by feeder system to identify an activity funded by an award. This code is typically at a lower level than the TAGGS award activity type code. Agency codes kept to retain granularity.
Agency Code Code used to identify the highest-level parent organization (usually the Operating Division) for HHS components.
Agent Address 1 First line of a three (3) line office address of a person employed by the recipient shown on the award document. Note: This data element is part of the TAGGS database, but is not part of the Standard Interface File (SIF). TAGGS currently tracks one type of recipient agent: Project Director/Principal Investigator. Two other types may be tracked in the future. They are Grants Administrator and Recipient Point of Contact.
Agent Address 2 Second line of a three (3) line office address of a person employed by the recipient shown on the award document. This data element is part of the TAGGS database, but is not part of the Standard Interface File (SIF). TAGGS currently tracks one type of recipient agent: Project Director/Principal Investigator. Two other types may be tracked in the future. They are Grants Administrator and Recipient Point of Contact.
Amount Non Monetary Amount of assistance paid in non-monetary form.
Amount This Action Total amount of dollars awarded by this action.
Amount of Non Federal Share Amount of cash, or the value of property or other direct assistance, provided by non-Federal sources to support the federally assisted project. The non-Federal share consists of cash and the value of in-kind contributions, if any.
Announcement Date Date the formal announcement of the availability of Federal funding, through a DHHS grant program, was published in the Federal Register, HRSA Preview NIH Guide, or other approved publication.
Application Number The grant application number
Application Receipt Date Date the grant application was received by the DHHS awarding agency.
Appropriation Fiscal Year Fiscal Year of the appropriation used to fund this action. Note: An appropriation is a statute made available by Congress that provides the authority to incur financial obligations and to make payments associated with DHHS grant programs.
Appropriation Number Treasury account code identifying the appropriation used to fund this action. Note: An appropriation is a statute made available by Congress that provides the authority to incur financial obligations and to make payments associated with DHHS grant programs.
Appropriation Title Full title of an appropriation. Note: An appropriation is a statute made available by Congress that provides the authority to incur financial obligations and to make payments associated with DHHS grant programs.
Authorization Legal authority cited in the Catalog of Federal Domestic Assistance (CFDA) upon which an HHS program is based (acts, amendments to acts, Public Law numbers, titles, sections, Statute Codes, citations to the US Code, Executive Orders, Presidential Reorganization Plans, and Memoranda from an agency head).
Award Action Type Code TAGGS indicator for the type of award/action document

Award Activity Category Description TAGGS code identifying award activity’s category
Award Activity Major Category Code TAGGS code identifying the major grouping of the award activity type that is assigned to the award activity.
Award Activity Type Code Code used by TAGGS to identify the activity funded by an award.
Award Activity Type Description Full description of an award activity identified by an associated Award Activity Type Code.
Award Class Code Code used by TAGGS to identify a particular class of award.
Award Class Description Full description of an award identified by an associated Award Class Code, based on HHS Grants Policy Directive Part 1.02
Award Code Number identifying the award action within a particular budget year of support. Note: For each subsequent action within a budget year of support the code will be incremented by one.
Award Competition Type Indicator for the type of competition for a particular discretionary award.
Award Number Unique identifying number for a particular project award. It may contain the awarding organization code, part or all of the activity/type of program code, and the serial number (which may include number and letters). This is a free format element that differs across agencies. It should include only the identifying numbers that are constant across the life of the project.
Award Program Office Code Three digit code which uniquely identifies a program office. This code links to the ORGANIZATION table.
Award Title Name of a particular award, as it appears on the award document.
Awarded Amount This Action The aggregate value of Federal cash and direct assistance provided by the Federal government awarded in this action, excluding any unobligated balances and prior awarded amounts in this budget period.
Awarded Direct Costs Amount of Federal funds appearing on the award document as direct costs for a particular budget period. Direct costs are those that can be specifically allocated to a particular project, program, or activity. Note: See Grants Policy Directive Part 1.02, page 12.
Awarded Indirect Costs Amount of Federal funds appearing on the award document as indirect costs for a particular budget period. Indirect costs are those that are incurred by a grantee organization for common or joint objectives and therefore cannot be readily and specifically identified with a particular project, program, or activity. For example, the costs of operating and maintaining facilities, depreciation, and administrative salaries are generally treated as indirect costs. Note: See Grants Policy Directive Part 1.02.
Awarded Total Costs Total amount of Federal financial and/or direct assistance from DHHS, for both direct and indirect costs, obligated for the current budget year in support of the award activity. This amount does not include matching funds or other funds provided by other governmental agencies. This amount does not include any future year funding.
Budget Activity Code Financial accounting code assigned to a budget activity in a particular Departmental budget.
Budget Line Item Amount (Grantee) Amount associated with a particular budget line item within a particular budget period. Note: The budget in question is the grantee's budget.
Budget Line Item Identifier (Grantee) Name associated with a particular budget line item within a particular budget period.
Budget Period End Date Expiration date of a budget period within the project period for a particular award. For a single-year award, this date is the same as the project period end date.
Budget Period Start Date Starting date of the budget period within the project period of a particular award. For single-year awards, this date is the same as the project period start date.
Budget Year of Support Identifies the budget period of support within the project period. Budget years of support can cross fiscal years. In a 3-year project period there would typically be three budget periods, 01, 02, and 03. Note: A budget year of support can be longer than 12 months.
CAN Common Accounting Numbers (CANs) are financial accounting codes assigned for accounting purposes within a fiscal year by any operating division (OPDIV) or staff division (STAFFDIV). The CAN number is used with all Federal financial transactions to facilitate tracking through the accounting system. It may contain accounting, organizational, geographic, and other data elements. The CAN Fiscal Year is stated as a separate data element in TAGGS, and therefore is not part of the CAN data element in TAGGS.
CAN Award Amount Amount of Federal assistance awarded through a particular CAN for a single transaction.
CAN Fiscal Year Fiscal year associated with a specific CAN number. The CAN fiscal year must be specified as a four digit number such as 1987, 1997, etc.
CAN Unobligated Amount Amount of Federal assistance attributed to a particular CAN for a previous award and authorized for continued expenditure under the current action.
CAN Year of Support Identifies budget year of support from which unobligated funds have been authorized for continued expenditure. Values will be similar to Budget Year of Support, e.g., 1, 2, 3, etc.
CFD CFDA Number Each program in the Catalog of Federal domestic Assistance (CFDA) is preceded by a five-digit program identification number. The first two digits identify the Federal department or agency that administers the program, and the last three numbers are assigned in numerical sequence. Thus, program number 10.500 is administered by the Department of Agriculture, 11.500 by the Department of Commerce, 12.500 by the Department of Defense, 93.500 by the Department of Health and Human Services, and so on.
CFDA Number Five-digit program identification number as listed in the Catalog of Federal Domestic Assistance (CFDA). The first two digits identify the Federal department or agency that administers the program, and the last three numbers identify a specific program.
Character Class Code Code used to identify a specific class of recipient.
Character Class Description Full description of a recipient class identified by associated code.
City Code Code, which combined with State code, uniquely identifies a recipient's city location.
City Name Name of city that identifies a recipient's location
City Population City population figure
City Size Indicator City Size Index. Generated by the Central Registry System (CRS).
Congressional District A congressional district is an electoral constituency that elects a single member of a congress. A congressional district is based on population, which, in the United States, is taken using a census every ten years.
Country Code FIPS code used to uniquely identify the recipient's country location. Only used with recipients located outside the United States and its territories.
Country Name Full name of a country associated with a specific FIPS code, which identifies a recipient's country location.
County Code Three digit numeric code that, when combined with State Code, uniquely identifies a recipient's county location.
County Name Name of the county that identifies a recipient's location.
DHHS Region Code DHHS region within which a recipient's State is located.
DHHS Region Description Name of DHHS Region, within which a recipient's State is located.
Data Fiscal Year Fiscal year for which the data being submitted to TAGGS originated, (i.e., the fiscal year against which associated data will be reported). Typically, this is the same as the fiscal year of the budget start date. However, in the case of forward-funded grant programs, the Data Fiscal Year may be different.
Data Submission Month in which the data was submitted to TAGGS.
Date of Closeout Entire Award Date recorded as the actual final closeout of an award for the entire project period, including all extensions. Closeout is the determination that all applicable administrative actions and all work required by the grant have been completed.
Date of Terminate Award Date recorded that defines when the agency terminated an award. Not to be confused with normal expiration of an award (Date of Closeout of Entire Award).
Date of This Payment Date that this payment was made.
Deadlines Indicates the deadlines for applications for funding from programs appearing in the Catalog of Federal Domestic Assistance (CFDA). Deadlines are stated in terms of the date(s) or between what dates the application should be received. Reference is made to new applications, continuations, renewals, and supplemental. Application deadline information is also indicated in the Deadlines Index, in the agency's program guidelines, or announced in the Federal Register. Where not available, applicants should contact the funding agency for deadline information.
Deviation Approved Indicator that special approval has been given by the awarding agency to deviate from normal award processing procedures for funding a particular recipient.
EIS Code Financial accounting code assigned to a particular CAN which associates it with a particular type of management activity tracked with Departmental executive management systems. Note: An appropriation can have many budget activity codes. A budget activity code can have many EIS codes. An EIS code can have many CANs.
Eligibility Indicates who can apply to the Federal government for assistance and the criteria the applicant must satisfy, as stated in the Catalog of Federal Domestic Assistance (CFDA).
End Budget Period Valid values are "Y", "N" or null.
End Budget Period Receipt Date The date the report for a particular budget period is received in the awarding agency for review and processing.
End Project Date The date, at the end of a particular budget period, when the report is due.
FSR Annual Due Date Date that the annual Financial Status Report is due for a particular budget period.
FSR Annual Receipt Date Date that a Financial Status Report for a particular budget period is received in the awarding agency for review and processing.
FSR Annual Unobligated Balance Amount of unobligated funds reported by the recipient in the annual Financial Status Report.
FSR Awarded Amount of Current FY Funds Sum of the financial assistance awarded from a current fiscal year associated with a particular CAN or CANs for a particular budget year of support reported in the Financial Status Report by the recipient.
FSR Awarded Amount to Date Total amount of Federal financial assistance, both direct and indirect, for a particular award. This amount could cover several years of assistance if the award was a multi-year grant. However, it does not include future year funding.
FSR Program Income Amount Amount of income generated by the grantee through the award activity for a particular award.
FSR Program Income Use Description indicating how program income, if any, generated by an award activity is to be used. Note: The three options available are matching, offset, and addition to the award.
Feeder System Office Code The code used by a feeder system to identify a Grant Management Office or Program Management Office. This will be utilized during data upload to find the TAGGS code for the office in question.
Formula Match Requirement Indicates the formula and matching requirements prescribed in the allocation of funds or maintenance of effort requirements, as stated in the Catalog of Federal Domestic Assistance (CFDA)
Frequency Frequency indicates how often the reporting occurs.
Funding Opportunity Announcement Number Unique number announcing a grant program published in the Federal Register, HRSA Preview, NIH Guide, or other approved publication. Funding Opportunity Announcement invites applications and provides information related to the funding opportunity, such as eligibility and evaluation criteria, funding preferences/priorities, how to obtain application materials (if needed in hard copy), and the submission deadline. This type of announcement also may be termed “program announcement” or “request for applications.”
Future Year Amount Recommended Amount of recommended future financial support for the budget year.
Future Year Recommended Budget year of support of an approved budget period beyond the current budget period.
GMO PIC A Federal employee personal identification code (PIC) that uniquely identifies this grants management officer. The grants management officer (GMO) is responsible for all business management aspects associated with the negotiation, award, and administration of grants and cooperative agreements.
Grant Administrator Name of the Federal Grants Administrator. The Grant administrator is responsible for managing awards and interacting with the principal investigator to facilitate achievement of the project's goals and to ensure adherence to all necessary policies and procedures.
Grant Administrator PIC Recipient employee personal identification code (PIC) that uniquely identifies this grants administrator.
Grant Management Officer Name of the Federal Grants Management Officer (GMO), as shown on the award document. The GMO is the person responsible for all business management aspects associated with the negotiation, award, and administration of grants and cooperative agreements.
Grant Specialist The name of the Federal grants management specialist. The grants management specialist (GMS), acting on behalf of the grants management officer, reviews the application budget, determines that all necessary assurances and reporting requirements have been met, and ensures that the applicant is in compliance with the appropriate rules and policies.
Grant Specialist PIC A Federal employee personal identification code (PIC) that uniquely identifies this grants management specialist. The grants management specialist (GMS), acting on behalf of the grants management officer, reviews the application budget, determines that all necessary assurances and reporting requirements have been met, and ensures that the applicant is in compliance with the appropriate rules and policies.
Grants Management Office Code The DHHS administrative code of the responsible grants management office within the awarding agency. This code links information in the AWARD Table to the ORGANIZATION Table.
In Kind Matching In-kind Contributions and Matching Funds. Dollar value applied to goods and services proved by the Government. Example: Dollar value of vaccination drugs.
In-Kind Contribution In-kind contributions represent the value of non-Federal, non cash contributions provided by a third party and used by the grantee as a match to support the federally assisted project. In-kind contributions may consist of charges for real property and equipment, and value of goods and services directly benefiting and specifically identifiable to the grant program. When authorized by Federal legislation, property purchased with Federal funds may be considered as the grantee's in-kind contribution. (See Grants Policy Directive Part 1.02).
Inventory Report Exist Indicator of whether or not inventory reporting exists in a particular grants management system.
Number of People Served Number of people (or clients) served by the award activity supported by a Formula/Block and Entitlement award program.
Object Class Number Financial accounting code assigned to designate a particular purpose for which awarded funds are to be used, and stated on the Notice of Grant Award.
Objectives Statement of specific objectives stated in terms of what the HHS program is intended to accomplish along with the goals toward which the program is directed.
Obligation Document Number Unique number identifying the initial obligation document to which all subsequent documents (payments, refunds, etc.) will be related by the accounting system. It is used by the accounting division's operational system to obligate and track funds. For multi-year grants, the number may stay the same or may change each year, depending upon the granting agency. Obligation document number may be similar to the award number.
Obligation Document Number Format Type Format of an obligation document number used by the accounting operational division that indicates a particular type of Formula/Block and Entitlement grant program.
Organization Acronym Acronym of an organization within DHHS that is authorized to award and/or administer grants.
Organization Code TAGGS numeric code that uniquely identifies a program office. This code links to the ORGANIZATION Table.
Organization Name Name of an organization within DHHS that is authorized to award and/or administer grants.
Organization PHS Indicates if an organization was formerly part of the Public Health Service (PHS)
Organization Title Name of an organization within DHHS that is authorized to award and administer grants.
PPOP Address Address where the principal place of performance of the award will take place.
PPOP Area of Benefit Code Code of the area of benefit where the principal place of performance of the award will take place.
PPOP City City where the principal place of performance of the award will take place.
PPOP Congressional District Congressional district where the principal place of performance of the award will take place.
PPOP Country Code Code of the country where the principal place of performance of the award will take place.
PPOP County Code Code of the county where the principal place of performance of the award will take place.
PPOP Postal Code 5 digit zip code where the principal place of performance of the award will take place.
PPOP State Abbreviation State where the principal place of performance of the award will take place.
Parent Organization Code Within the TAGGS ORGANIZATION Table, the Parent Organization Code identifies the higher level organization of any sub-organization. If the organization does not have a parent, the column will state the Agency Code for the organization.
Parent Organization Title Name of the highest-level parent organization (usually the Operating Division) for HHS components.
Popular Name The popular name (popular CFDA program name), which is less descriptive than the program title, is the name by which programs are commonly known or most often used by applicants and agencies.
Postal Code Postal code address of the organization or recipient.
Primary Location Block Block address information of the award's primary place of performance
Program Income Amount The amount of income generated by the grantee through the award activity reported for a particular budget period.
Program Income Use Code Code used to indicate how program income, if any, generated by an award activity is authorized to be used for a budget period. The options available include: Addition Alternative, Deduction Alternative, Cost Sharing or Matching Alternative.
Program Name Descriptive name given to an HHS program, as listed in the Catalog of Federal Domestic Assistance (CFDA). The popular name (popular CFDA program name), which is less descriptive than the program title, is the name by which programs are commonly known or most often used by applicants and agencies.
Program Office Code Within the TAGGS ORGANIZATION Code Table, the code that uniquely identifies a Federal program office.
Program Officer The individual designated by the OPDIV who is responsible for the programmatic, scientific, and/or technical aspects of HHS programs. He/she serves as the counterpart to the Grants Management Officer, who is responsible for all business management aspects of a grant.
Program Official PIC A Federal employee personal identification code (PIC) that uniquely identifies this program official. A program official (PO) or program director is responsible for a certain programmatic and scientific approach to a defined problem.
Program Type A classification or type of program that is being funded.
Project Director Full name of the Project Director employed by the recipient, as shown on the award document. The project director is responsible and accountable to officials of the recipient organization for the proper conduct of the project, program, or activity. The organization is, in turn, legally responsible and accountable to DHHS for the performance and financial aspects of the award.
Project Director PIC A personal identification code (PIC) that uniquely identifies the individual designated by the recipient to direct the technical aspects of a project or program supported by the award. This code points to a record in the AGENT table.
Project End Date End date of the project period for the award activity.
Project Performance Report Due Date Date that a Project Performance Annual Report is due to the DHHS agency for a particular budget period.
Project Performance Report Receipt Date a Project Performance Annual Report for a particular budget period is received by the DHHS agency.
Project Period End Date End date of the entire project period including any extensions.
Project Period Start Date Start date of the initial project period for the award activity.
Recipient Address1 First line of a three (3) line address of the recipient's office of operations that is legally responsible for the award. This is not necessarily the same as the recipient's business or Principal Investigator's office.
Recipient Address2 Second line of a three (3) line address of the recipient's office of operations that is legally responsible for the award. This is not necessarily the same as the recipient's business or Principal Investigator's office.
Recipient Address3 Third line of a three (3) line address of the recipient's office of operations. This is not necessarily the same as the recipient's business or Principal Investigator's office.
Recipient City City name where the recipient's office of operations is located.
Recipient City Code Code which when combined with a Recipient State Code identifies a recipient's city location. Generated by the Central Registry System (CRS).
Recipient Class Code identifying the business class of the recipient organization. It is based on the information provided when the recipient's EIN is registered in the DHHS/PMS/Central Registry System. Some examples are "Individual", "Federal Government" and "Non-Profit Public Non-Government Organizations".
Recipient Class Description Full description associated with a Recipient Class Code.
Recipient Congressional District Congressional District number of the recipient's locations. Should always be combined with State Code as numbers are replicated throughout all states.
Recipient Contact PIC The personal identification code (PIC) of the business contact of a potential recipient. This would be the person to contact for general business information.
Recipient Country Abbreviation The two character abbreviation of the country of the recipient.
Recipient County Code Numeric code assigned by the Central Registry System (CRS) to identify a county. Should always be used in conjunction with State Code as county codes are repeated for each state.
Recipient DHHS Region Code for the DHHS region in which this recipient's office of operation is located. The Region Code is derived from the recipient state abbreviation via a look-up validation table.
Recipient DUNS Number A nine-digit number established and assigned by Dun and Bradstreet to uniquely identify a business entity.
Recipient DUNS Number plus 4 code 4-digit number in addition to the 9 digit DUNS number obtained through Duns and Bradstreet.
Recipient EIN The recipient's Employer Identification Number (EIN) issued by the IRS, and properly recorded in the HHS Central Registry System, which adds a prefix and a suffix to the nine digit, IRS-issued number. Organizations have a twelve (12) digit EIN, with a prefix of 1. Individuals have a ten (10) digit code (generally their social security number), with a prefix of 2.
Recipient IPF The Institute Profile File is a file of the NIH's IMPAC database. The IPF is the central registry of names, locations, related geographic areas, and other data organizations participating in the Public Health Service (now defunct) extramural programs dating from 1945.
Recipient Major Category Code TAGGS code identifying the major grouping that includes the business class and organization type that were assigned to the recipient organization, when it was registered in the Central Registry System.
Recipient Major Category Description The TAGGS name of a major grouping that includes the business class and organization type that were assigned to the recipient organization when it was registered in the Central Registry System. Some examples are "Government Organizations" and "Hospitals".
Recipient Name Name of the organization or individual that is the award recipient associated with an EIN in the Central Registry System.
Recipient Parent DUNS Number A nine-digit number established and assigned by Dun and Bradstreet to uniquely identify a business entity's parent organization.
Recipient Parent DUNS Number plus 4 code 4-digit number in addition to the 9 digit DUNS number obtained through Duns and Bradstreet of the recipient's parent organization
Recipient Postal Code Postal code of the recipient's office of operations.
Recipient Risk Category Indicator of a high risk recipient listed on the DHHS Alert List.
Recipient State Code Numeric code assigned by the Central Registry System (CRS) to identify an American State or territory.
Recipient Type Code identifying the organization type of the recipient. It is based on the information provided when the recipient's EIN is registered in the DHHS/PMS/Central Registry System. CRS labels this data element "Special Interest Class Codes". Some examples are "Educational Department", "Medical Doctor" and "Consultant".

Requested Direct Costs For discretionary awards, the amount of direct costs requested in the grant application for the entire project period. For Formula/Block and Entitlement awards, amount of direct costs estimated in the State Plan for the most recent quarter. Direct costs are costs that can be specifically identified with a particular project or program.
Requested Indirect Costs For discretionary awards, the amount of indirect cost requested in the grant application for the entire project period. For Formula/Block and Entitlement awards,amount of direct costs estimated in the State Plan for the most recent quarter. Indirect costs are costs that are incurred by a grantee organization for common or joint objectives and which therefore cannot be identified specifically with a particular project or program.

SBIR Fee Small Business Innovation Research (SBIR) Fee.
SIF Name Standard Interface File name. This data item utilizes the naming convention specified in the TAGGS Detailed Design Document (DDD) to identify a particular feeder system. See page 3-4 of the DDD for a list of valid entries.
SIG Code TAGGS code used to uniquely identify a recipient as a special interest group (SIG), for reporting purposes. A recipient may be linked to multiple SIG Codes.
SIG Name Full name of special interest group (SIG), used by TAGGS to uniquely identify recipients. A recipient may be linked to multiple SIG Names.
SMSA Code Standard Metropolitan Statistical Area Code of the recipient's office of operations
Special Interest Class Code Two character code generated by the Central Registry System (CRS) to identify a specific type of recipient.
Special Interest Class Description Full description generated by the Central Registry System (CRS) recipient type identified by the Special Interest Class Code.
State Abbreviation Two (2) character FIPS code used to identify an American State or territory of the recipient's location.
State Code Numeric code assigned by the Central Registry System (CRS) to identify an American State or territory of the recipient's location.
State Name Full name of an American State or territory of the recipient's location.
Sub Agency Code Numeric code that uniquely identifies the program office responsible for a specific program in the Catalog of Federal Domestic Assistance (CFDA). This code also links to the ORGANIZATION Table.
Sub Recipient Award Amt Where applicable, amount awarded to a sub-recipient from a particular budget year funding of a recipient.
Treasury Code Code used in U.S. Treasury to identify program source.
Type of Assistance Used in the Catalog of Federal Domestic Assistance (CFDA) to indicate the form in which the assistance is award by the Federal government and is initially received for use or distribution by the applicant.
Unobligated Amount of Prior Funds Cumulative sum of the amount of unobligated balance from prior year(s) that was used to offset the financial and direct assistance of the award. The amount relates to the whole budget year of support, and if changed from a prior award in the same budget year of support, the new total is shown.
Uses and Restrictions Describes the potential uses for the assistance provided to meet stated objectives, and the specific restrictions placed upon the use of funds, as stated in the Catalog of Federal Domestic Assistance.
