Building Renovation Project

In 1999, the GSA Heartland Region began the $250+ million renovation project to modernize the Richard Bolling Federal Building. When complete, all 18 floors will have new energy-efficient workspaces, enhanced security features, and new lobby areas.

The purpose of the modernization project is to fully abate the building of asbestos fireproofing, completely upgrade building systems, and to bring the building “Class A” office space.

A tangible result of this modernization project is the innovation and design excellence it exhibits. An added result is the project’s dramatic improvement in the quality of the human work experience. Tenant occupants have witnessed this transformation first hand and take pride in their new office space.

Successfully promoting community and education, the project is creating a sense of place and well-being while incorporating energy efficient systems within the rehabilitated curtain wall.

By dividing the project into four phases, GSA was able to maintain a high-level of occupancy.

Phase One (2001-2003), $24,010,000
Designer: Wiedeman Architects (Helix)
Constructor: J.E. Dunn Construction

Phase Two (2002-2007), $26,123,000
Designer: Helix Architecture
Constructor: J.E. Dunn Construction

Phase Three (2005-2010), $71,838,394

*Recovery Act Phase (2009-2014), $103,000,000

*This phase is made possible by the American Recovery and Reinvestment Act of 2009. It was selected as a recovery project because of the speed at which it could be awarded and the environmental improvements associated with it.
