This report was prepared by the Office of Applied Studies (OAS), Substance Abuse and Mental Health Services Administration (SAMHSA), and by RTI International (a trade name of Research Triangle Institute), under Contract No. 283–98–9008 with OAS. At SAMHSA, Douglas Wright was responsible for the content, analysis, and writing of the report, and Joseph C. Gfroerer reviewed and provided numerous suggestions and improvements on its content and format. At RTI, Ralph Folsom was responsible for the overall methodology and estimation for the model-based Bayes estimates and prediction intervals.
