This position is located in the Division of Risk Management Supervision, various locations in the Atlanta Region of the Federal Deposit Insurance Corporation and provides support in the areas of investigations.

 

The range of pay shown includes base pay plus supplemental locality adjustments.  The locality rates for these duty locations range from a low of 4.71% to a high of 14.09%.  Pay will vary by grade level and the locality rate for the geographic location where the position is located.  For more on FDIC locality rates, click here.

 

The candidate selected will be offered a term appointment not-to-exceed two years, which may be extended to a maximum of four years based on workload requirements and organizational staffing authorizations.

Conduct special investigations pursuant to Section 8(e), 10(c), and 19 of the FDI Act.

Prepare Suspicious Activity Reports(SARs).

Conduct preliminary reviews on SARs related to Institution Affiliated Parties(IAPs). - Research loan proceeds and other banking transactions.

Research background and ownership information through Internet resources, including but not limited to public records databases.

Assist Case Managers and/or Regional management in the following areas: review reports of examination of failed banks (or other state nonmember banks as appropriate) for potential Section 8(e) cases.

Review SARs on IAPs of state nonmember banks.

Support conclusions and recommendations by documenting findings in prescribed written format following FDIC policies and guidelines.

Applicants must possess one year specialized experience equivalent to at least the grade 9 level in the federal service; OR have a PH.D or equivalent doctoral degree or 3 years of progressively higher level full-time graduate education leading to such a degree; or an LL.M in the following Major Field of Study: Finance, Business Administration, Economics, Accounting, Banking and Credit, or other fields related to the position of Investigations Specialist; OR possess a combination of both education and experience. Specialized experience is defined as experience performing financial analysis and evaluation of work requiring a comprehensive knowledge of (1) corporate finance and any specialized experience fields of finance required such as finance, securities, international finance, money and securities markets, investments and banking, and (2) the financial and management structures, operations, and practices of corporate and other organizations. In addition, specialized experience must include conducting bank/financial fraud and/or related criminal or civil investigations, within insured depository institutions, which required the use of investigative techniques, such as collecting/researching records, confirming accuracy/authenticity of information collected, interviewing individual, and or documenting and organizing, findings, etc., in order to detect and determine fraud and/or suspicious activity.

1. Knowledge of banking operations and conditions.

2. Knowledge of Federal criminal statutes relating to banking matters, the Right to Financial Privacy Act, and the Freedom of Information Act.

3. Knowledge of banking and financial documents and records typically contained in loan files.

4. Ability to review and evaluate legal documents.
