Agriculture Secretary Tom Vilsack participated in the kickoff of four regional workshops on drought recovery, the first of which was held Tuesday in Omaha, Nebraska.  More than 200 people gathered in Omaha to discuss ways to access existing resources and to offer ideas on new efforts to assist those impacted by drought. For many producers and rural communities, the summer of 2012 has been defined by a record drought.

From the early days of this disaster, USDA has taken action to help. We’ve streamlined our disaster designation process, provided easier access to farm credit, opened more conservation lands for emergency haying and grazing, and much more.

Meanwhile, we continue to convene regular meetings of White House Rural Council to coordinate the Federal response and identify every effort we can take to provide additional help and assistance.

For example, the Small Business Administration and National Credit Union Administration have worked to increase emergency lending for small businesses.  The Department of Interior has opened more Federal land for grazing.  The Department of Transportation has taken measures to get more trucks on the road in the relief effort.  And the U.S. Army Corps of Engineers is working to preserve navigation routes on drought-stricken waterways. Last month, representatives of several federal agencies held a meeting with the federally recognized tribes in Southeast Alaska. The meeting, in Alaska’s capital city of Juneau, was the fifth in a series of government-to-government Tribal Collaboration Meetings scheduled with tribes in Alaska. The venue for the meeting between federal officials and tribal leaders was the Central Council of Tlingit and Haida Indian Tribes of Alaska Vocational Training and Resource Center.

Tribal representatives and other partners from the region used the session to discuss issues affecting their villages. Leaders from USDA Rural Development, the Natural Resources Conservation Service, Farm Service Agency, the U.S. Forest Service, Small Business Administration, Housing and Urban Development, the Economic Development Administration (EDA), and Intertribal Agriculture Council were on hand to listen and participate in the dialogue. Recently, representatives of USDA Rural Development and other federal agencies held a collaboration meeting with the federally recognized tribes of the Ahtna Region, Alaska. The meeting was the fourth in a series of government-to-government Tribal Collaboration Meetings scheduled with tribes in Alaska. The venue for the meeting between federal officials and tribal leaders was in the beautiful remote Copper River valley at the Tazlina Community Hall. Tazlina is located seven miles south of Glennallen on Alaska’s Richardson Highway.

Tribal representatives and other partners from the region used the session in early August to discuss issues affecting their villages. Leaders from Rural Development, the Natural Resources Conservation Service, Farm Service Agency, Small Business Administration, Housing and Urban Development and the Economic Development Administration (EDA) were on hand to listen and participate in the dialogue. As drought continues to affect most of the country, our thoughts and prayers are with the thousands of farm families who have been affected by this disaster.

Earlier this summer the U.S. Department of Agriculture acted quickly to open conservation programs for emergency haying and grazing, lowered the interest rate for emergency loans, and worked with crop insurance companies to provide more flexibility to farmers.

On August 7, President Obama once again convened his White House Rural Council and announced several new measures the Administration is taking to help those impacted by the drought. Read more »

Today, I attended a meeting of the White House Rural Council, which focused on our coordinated response to historic drought conditions that are affecting communities across Rural America.

Our goal at the SBA and across the Administration is making sure that these hard hit communities have the tools and the resources they need to navigate and recover from these severe drought conditions.

To date, the SBA has issued 71 agency drought declarations in 32 states covering more than 1,630 counties. These declarations allow small businesses, small agricultural cooperatives and non-farm small businesses that are economically affected by the drought in their community to apply for SBA’s Economic Injury Disaster Loan (EIDL).
