Tribal Action Plan Guidelines - 2011

The Indian Alcohol and Substance Abuse Prevention and Treatment Act of 1986, as amended by the Tribal Law and Order Act of 2010 (TLOA), requires that the MOA partnering agencies cooperate with Federally Recognized Tribes in the development of a Tribal Action Plan (TAP). This TAP coordinates resources and programs to assist Tribes in achieving their goals in the prevention, intervention, and treatment of alcohol and drug abuse.

The TAP workgroup, a sub-workgroup of the Indian Alcohol and Substance Abuse Interdepartmental Coordinating Committee (IASA Committee), was given the charge to establish an operating framework for TAP development (TAP Guidelines (PDF 283KB)). The Workgroup will manage the overall coordination of tribal requests for assistance in the development of a TAP; coordinate assistance and support to tribes as deemed feasible; and collaborate with the Inventory Workgroup in developing an appropriate response back to tribal entities seeking assistance.

The TAP Guidelines (PDF 283KB) acknowledges that there are several Model Frameworks that communities can use when planning and implementing their TAPs. The TAP Guidelines (PDF 283KB) highlights four models for consideration, including the Community Readiness Model (IHS/SAMHSA); the Strategic Prevention Framework (SAMHSA); Spectrum of Prevention (IHS); and the Comprehensive Assessment Process for Planning Strategies (OJP/DOJ). As always, Tribes will select a Model Framework that best meets the community's needs.

The TAP Guidelines (PDF 283KB) document also includes a sample Tribal Resolution document and examples of resources and technical assistance, from SAMHSA, which can be leveraged in assisting Tribes develop their TAPs. IHS and OJP are using SAMHSA's resource template to put together their respective lists of resources and technical assistance that Tribes may consider and use in the development or modification of a TAP. Once these documents are cleared and approved, they will also be posted on SAMHSA TLOA website, along with SAMHSA's list of resources and the TAP Guidelines (PDF 283KB).

SAMHSA's Office of Indian Alcohol and Substance Abuse (OIASA) will be able to assist interested Tribes in identifying resources from other IASA federal agencies to supplement the SAMHSA/CSAP resources in support of Tribes developing TAPs, including OJP, IHS, BIA and BIE.

Finally, Tribes are encouraged to send their official Tribal Resolutions to SAMHSA's Office of Indian Alcohol and Substance Abuse at the address below. The Office will, in turn, coordinate with the appropriate interdepartmental coordinating workgroups on your respective TAPs.
