The U. S. Department of Justice Office of Community Oriented Policing Services (COPS) in partnering with Strategic Applications International’s (SAI) to sponsor a Tribal Meth Summit on May 1-4, 2012 at the Hyatt Regency Phoenix, Arizona. The topic for discussion: Break the Cycle Methamphetamine and Community Oriented Policing in Indian Country.   The summit will target 2010 and 2011 COPS Tribal Meth Grantees to help build knowledge, skills and leadership of grantees and their community partners, in addressing methamphetamine prevent, treatment, enforcement and child protection through community oriented policing approach. Priority will be given to COPS 2010 and 2011 Tribal Meth Grantees and their designated community partners, all tribal communities are welcome to attend.  For non COPS-grantees the registration fee is $200 per registrant.

Training Course: Child Sexual Predator Program Grantee Training and Technical Assistance

Course Description: The Child Sexual Predator Program (CSPP), administered by the COPS Office, is aimed at reducing and preventing child endangerment and protecting communities from sexual predators. Launched as a new grant initiative in 2008, CSPP provides grants to help locate, arrest, and prosecute child sexual predators and exploiters, and enforce state sex offender registration laws. Since 2008, the COPS Office has targeting the Child Sexual Predator Program Grantee Training and Technical Assistance to the National Center for Missing and Exploited Children (NCMEC) based on their national leadership on issues related to sex offender management. The training and technical assistance provided by the NCMEC to the CSPP grantees has included hosting a CSPP kickoff conference; hosting monthly webinars on relevant topics for the CSPP grantees; and providing consultation and technical assistance in the development or enhancement of existing local strategies.

Course Description: COPS Hiring and Recovery Program (CHRP) Grants Management Online Training is an interactive web-based course designed to provide CHRP recipients with information and instruction related to managing their grant and drawing down grant funds. The course is based on the Grant Owner’s Manual (GOM) and consists of interactive modules which explain each GOM section in detail. In addition to informative content, each training module contains interactive activities and quizzes that allow participants to test their knowledge and access specific guidance.

Utilizing a blended learning approach, COPS Hiring and Recovery Program (CHRP) Grants Management Online Training prompts users to actively navigate through the course’s comprehensive content and media. This design feature allows adult learners the flexibility to determine their own pace and sequence for completing the course. Although COPS Hiring and Recovery Program (CHRP) Grants Management Online Training requires a minimum of 4-6 hours of uninterrupted run-time, participants should expect to spend between 8 and 16 hours to complete the course.

A tribal meth fellows program will be developed to serve as content experts and generate white papers on content specific best practices related to reducing the impact of meth as well as mentoring grantees. Grantees will receive training in the three pillars of community policing, how to develop their own needs assessments, mobilize key stakeholders and communities, and design a community-based participatory research model. Training and technical assistance deliverables will include the regional conferences, a COPS Guidebook on Tribal Meth Best Practices, webinars and white papers, and an update to Methpedia.org.

Training Course: Basic Community Policing Technical Assistance Initiative

Program Description: Basic Community Policing Technical Assistance Program is a comprehensive and collaborative approach providing law enforcement agencies and the communities they serve with knowledge, skills, and resources they need to effectively build a foundation for community policing and engage in community policing practices. This program will address the identified gap in basic community policing services, supporting COPS-funded grantees in their own community policing endeavors.  Its multi-faceted design supports law enforcement agencies in their efforts to build capacity in implementing community policing throughout their organizations, build their capacity to develop and sustain effective partnerships, and enhance their problem solving capacity in the identification and resolution of public safety issues.  The Basic Community Policing Technical Assistance Program has the following two program goals:

• Increase Awareness -- Increase the number of agencies/individuals who are aware of the most effective community policing strategies.
• Increase Skills/Abilities -- Increase the skills and/or abilities of law enforcement agencies, relevant stakeholders, and/or individuals to engage in proven community policing practices.
