NWSC develops and distributes water safety courses and materials, compiles water accident statistics, promotes water safety programs, conducts conferences and safety training, and promotes water safety through the mass media. The membership of the Congress includes water safety specialists from federal, state, and local governments, water/flood control authorities, water oriented utility companies, public safety agencies, water safety councils, and private individuals.
