Terrorism-Main Street USA

This course is designed to broaden the attendees’ understanding of the ever-changing nature of terrorism. Students will be challenged to think about the local and regional implications of domestic and international terrorism. The course is focused on the role of state & local authorities in the "global terror war” with an emphasis on implementing counterterrorism strategies. The nation is presently fixated on international terrorism.  However, domestic terrorism is occurring far more frequently with a much broader base of support often taking advantage of constitutional protections and seldom recognized indicators.  Emerging political extremists and hate groups in America are no lesser threats than those from foreign sources. Topics covered will include:

  • Domestic and global trends
  • Homegrown threats and self-radicalization
  • Simplifying Islam
  • Protecting the homeland

Throughout the course, students will gain an appreciation for the operational reality that “all terrorism is local.” Wherever acts of terrorism occur, the incident is inherently a local affair. Without question initial response and recovery actions fall to regional authorities, but so do efforts to prevent and neutralize attacks. Terrorists, supporters, and surrogates all operate where they have routine contact with state, tribal, and local law enforcement officers. When local officers are effectively trained and equipped, they literally become the most effective counterterrorism element.  

Who Should Attend

Qualified applicants must be full-time, sworn law enforcement peace officers.

Eligibility

This program is being funded by the FLETC’s Rural Policing Institute. Preference for admission into this program is given to non-federal law enforcement officers or other emergency responders working in rural areas. “Rural” is defined as any area outside of a metropolitan statistical area (MSA), as defined by the Office of Management and Budget; or any jurisdiction inside of a MSA located in a county, borough, parish or land under the jurisdiction of an Indian Tribe with a population of no more than 50,000. Non-rural applicants may be admitted on a space-available basis approximately 35 days prior to the program’s start date.

Cost

TUITION-FREE Attendees are responsible for all travel, lodging and meal expenses.

(1) Go to https://registration.fletc.gov to create an account or login to an existing account; (2) Once logged in select “view/register for courses” under Basic User Functions at the left of the page; (3) select desired course and location and click on “search”; and (4) course options will populate below the box and then select “apply” to register for desired course.
