The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA), Seattle Regional Office, and the Consulate of Mexico in Seattle, (the Consulate), Recognizing the joint commitment to workplace safety and health protections acknowledged in the 2004 Letter of Agreement between the Department of Labor of the United States of America and the Ministry of Foreign Affairs of the United Mexican States; and Recognizing that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health; intend to establish an Alliance to achieve the following: Overall Objective OSHA’s Seattle Regional Office and the Consulate intend to establish a collaborative relationship to provide the Consulate’s Washington State constituency with information, guidance, and access to training resources that is expected to help them understand their rights and responsibilities under the Occupational Safety and Health Act, and to help protect their health and safety, or that of their employees, while on the job. Training and Education OSHA’s Seattle Regional Office and the Consulate intend to work together to achieve the following training and education goals:

Promotion of a National Dialogue OSHA’s Seattle Regional Office and the Consulate intend to work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
An implementation team made up of the OSHA Regional Administrator, the Mexican Consul, and appropriate staff, intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, OSHA’s Seattle Regional Office and the Consulate intend to meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. This Arrangement is to remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This Arrangement may be modified in writing at any time with the concurrence of both signatories. Signed at _________________, in duplicate, this _____ day of ___________, 2006.
