RHA Biography 

Rear Admiral (RADM) Clara H. Cobb, R.N., M.S.N., FNP, Assistant Surgeon General, is a 32-year career U.S. Public Health Service Commissioned officer.  She serves as the Regional Health Administrator (RHA) for the U.S. Department and Health Human Services (HHS), Office of the Assistant Secretary for Health and oversees the largest HHS region.  RADM Cobb serves as the principal federal public health leader, representing the Assistant Secretary for Health and provides executive level leadership in policy development, planning, implementation and evaluation of public health programs.  She directs five regionally based programs, Office on Women’s Health, Office of Minority Health, Office of Population Affairs, HIV/AIDS Regional Resource Network Program and Medical Reserve Corps, all designed to protect and promote the health of all communities within the eight southeastern states.

RADM Cobb's broad public health perspective is the result of 32 plus years of experience working across a myriad of programs within HHS including the National Health Service Corps, Federal Occupational Health, Centers for Medicare and Medicaid Services, and the Health Resources and Services Administration.  She has been a leader in a series of public health emergency preparedness, response and recovery efforts; including the 2004 G-8 Summit; infamous 2004 Florida hurricanes, and the 2005 unprecedented Hurricane Katrina. 

She was the honored recipient of the National 2007 Nurse Responder Award for her role in multiple hurricane response activities.  RADM Cobb was the recipient of the 2010 Medical College of Georgia Distinguished Alumnus Award; specifically, the E. Louise Grant Award; 2010 Leadership Institute III: Legacy of Leadership dedicated in her honor, Winston-Salem State University; and also in 2010, she was selected by the California Alumni Chapter of Oakwood University as a “Living Legend.”

RADM Cobb attended Oakwood University in Huntsville, AL prior to receiving her B.S.N. from Washington Adventist University in Takoma Park, MD in 1977 and in 1979, completed her MSN, as a Family Nurse Practitioner, at the Medical College of Georgia.
