The Disaster Preparedness Section supports the Department's priority to develop a culture of individual and community resilience to natural disasters, acts of terrorism, or other emergencies. We ensure that the perspectives, needs, and civil rights and civil liberties of disaster impacted populations are integral to the federal government's emergency management policy, planning, and procedures. The result is improved life safety and health for the community.

One of the ways in which CRCL advises the Department’s leadership is through a "Civil Rights and Civil Liberties Impact Assessment." A CRCL impact assessment may be required by statute; requested by Department leadership or staff; or initiated by the Officer for Civil Rights and Civil Liberties.

Under 6 U.S.C. § 345 and 42 U.S.C. § 2000ee-1, the Office for Civil Rights and Civil Liberties (CRCL) reviews and assesses information concerning abuses of civil rights, civil liberties, and profiling on the basis of race, ethnicity, or religion, by employees and officials of the Department of Homeland Security. CRCL reviews and assesses complaints in areas such as: Treatment, Abuse of authority/color of law, Conditions of detention, Discrimination, and Due process.
