The U.S. Small Business Administration's SES Performance Appraisal Certification is pending OPM's approval; therefore the salary cap for this position is limited to $165,300.  Upon OPM's approval the SBA can offer pay up to $179,000.

The Small Business Administration (SBA) is seeking an exceptional leader to serve as the Deputy Chief Financial Officer in the Office of the Chief Financial Officer (OCFO).  The OCFO is responsible for conducting and promoting effective financial management activities for the Small Business Administration including budget, credit subsidy, financial operations, financial systems, and internal controls. 


As the  Chief Financial Officer, you will assist the Chief Financial Officer and Associate Administrator for Performance Management in providing leadership and direction in the formulation and execution of the financial management program of the Agency. You will direct the oversight of agency financial management, budget, internal controls, compensation and benefits budget, and procurement. You will develop and prepare the annual Agency plan to implement the provisions and recommendations of the five-year government-wide financial management plan to be prepared by OMB.  You will also represent the Chief Financial Officer in dealings with the OMB, Members of Congress and their staffs, and other senior level officials.


You may be required to travel up to 3 days per week.

The ideal candidate will have extensive experience in financial management, strategic planning, budget programs, and working with cabinet level agencies. In addition, the candidate should have experience with managing procurement personnel and working with OMB on procurement policy.


As the Deputy Chief Financial Officer, you will fully share with the Chief Financial Officer and Associate Administrator for Performance Management with overseeing and directly the Agency's financial management, budget, internal controls and procurement activities.


You will oversee and direct the development and management of integrated agency program-based budget, accounting, and financial management systems. You will develop and prepare the Agency's annual plan to implement the provisions and recommendations for the five-year government-wide financial management plan prepared by the Office of Management and Budget (OMB). You will review charges imposed by the Agency for services and make recommendations to revise those charges to accurately reflect costs incurred by the Agency. You will participate in overseeing internal control reviews under OMB Circular A-123, and financial systems reviews under OMB Circular A-127. You will develop, issue, maintain Agency Standard Operation Procedures and directives for performance measurement and all financial management activities.


You will serve as the primary advisor to the Chief Financial Officer and Associate Administrator for Financial Management on various financial programs and events. You will brief the Chief Financial Officer and Associate Administrator on significant problems/issues affecting Agency activities, counsel senior management staff and officials at multiple levels of SBA, senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on agency matters. You will recommend actions to resolve complex problems/issues and advise on the appropriate methods and techniques to develop comprehensive policy in order to achieve program goals and objectives.  


You will implement best practices for operational excellence which includes re-engineering work processes, leveraging the use of technology to improve operations, and implementing performance metrics to measure and monitor performance. You will develop plans, operating procedures, and standards to effectively operate, strengthen, and improve the Agency's business development programs to meet the needs of the small business community.  


You will represent the Chief Financial Officer and Associate Administrator for Performance Management and SBA's leadership at meetings in dealings with OMB, Members of Congress, their staff, and other senior level officials. You will establish and maintain effective working relationships with various high-level individuals, including other Agency components, Federal agencies, private foundations, organizations, and individuals on the Chief Financial Officer and Associate Administrator for Performance Management's behalf.   


You will ensure that the implementation, coordination, and management of activities are aligned with the President's Management Agenda, the Small Business Administration's strategic plan. Additionally, you will implement creative business solutions and strategies to meet unanticipated challenges.

Basis Qualifications:

As a basic requirement, you must clearly describe leadership experiences that demonstrate executive level managerial capability.  

Typically, experience of this nature will have been gained at or above the GS-15 grade level or its equivalent. In addition, you should have a broad range of progressively responsible experiences in managing programs, including responsibility for policy and strategic planning associated with such programs.  If you meet these basic qualifications, you will be rated and evaluated against the Executive Core Qualifications and Technical Qualifications listed below.


You will be evaluated on the Technical and Executive Core Qualifications as described below: Current SES career appointees, career SES reinstatement eligible, and eligible SES Candidate Development Program Graduates will be considered under noncompetitive appointment procedures and will be evaluated and ranked by a panel of senior executives based upon their Technical Qualifications outlined below. Other qualified applicants who submitted complete application packages, will be ranked by a panel of senior executives based upon the Executive Core and Technical Qualifications outlined below.   To be eligible for consideration, you must meet all five of the Executive Core Qualifications (ECQ) and the Technical Qualifications.   To receive maximum points, you need to describe your full qualifications relative to the ECQs and Technical qualifications.   We highly recommend you address each one individually, specifically and completely, covering all of the elements listed below.   Your response to the ECQs must not exceed 10 typewritten pages and should focus on accomplishments which demonstrate how you possess each ECQ.   For additional guidance applicants are encouraged to visit the Office of Personnel Management's "Guide to Senior Executive Service Qualifications" located at:   Guidance on preparing ECQ statements specifically is available at http://www.opm.gov/ses/references/GuidetoSESQuals_2010.pdf 


Ability to direct and manage the financial operations of an organization in accordance with the Chief Financial Officers Act of 1990, which includes establishing and maintaining sound financial management systems, accounting systems, corporate budgeting p rocedures and cash management systems, and no less than 6 years of practical financial management experience at a large  government entity.


          TECHNICAL QUALIFICATIONS:   You must provide a narrative statement to address each:


1.  Knowledge of accounting, budget execution, financial and management analysis, procurement and systems development.


2.  Ability to direct, manage, and provide policy guidance and oversight of financial management activities and operations.


3.  Ability to lead and manage financial management and procurement personnel.


4.  Knowledge of Federal budgeting and accounting for credit programs.


Education may not be substituted for experience for this position.

EXECUTIVE CORE QUALIFICATIONS-To be eligible for consideration, you must meet all of the following five factors. You must write a narrative to address each of the following ECQs.:

3. Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.  Competencies:  Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility. 


4. Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.  Competencies:  Financial Management, Human Capital, Management, and Technology Management.


5. Building Coalitions/Communication - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.  Competencies:  Partnering, Political Savvy, and Influencing and Negotiating.

The individual selected for this position will be required to complete and file a Public Financial Disclosure Report, SF-278, within 30 days after selection for the position.  The sensitivity level of this position also requires satisfactory completion of a full background investigation after appointment.
