The Labor Agreement Information Retrieval System (LAIRS) is a database containing current information on labor-management relations in the Federal Government. It includes:

  • representational data on all bargaining units certified by the Federal Labor Relations Authority (FLRA) in accordance with chapter 71 of title 5, United States Code, including the name, description, location, member population and affiliation of each bargaining unit in the federal sector and the Agency whose employees they represent;
  • text of Federal sector collective bargaining agreements which are fully searchable; and
  • a summary of negotiability determinations, issued by the FLRA, which is updated each month. The summaries are also fully searchable with links to the full decision at the FLRA website.

This information is provided under the authority of section 7135(b) of title 5, United States Code, and Executive Orders 11491, as amended, and 12107. These make the Office of Personnel Management (OPM) responsible for providing information about the Federal labor-management relations program. Questions, comments or suggestions regarding LAIRS should be directed to the U.S. Office of Personnel Management, Theodore Roosevelt Building, 1900 E Street, NW.
